Research On The Construction Of Participatory Co-governance Mechanism Of Social Governance

In the face of the current drastic changes in international and domestic situations,the traditional government-centered single governance structure no longer meets the needs of current economic and social development.The complexity of modern society and the diversification of public affairs also pose severe challenges to governance,and the task of social governance is arduous and arduous.Social governance reforms are imperative.Under the background of China's unique political,economic and cultural development,we must guide practice through social governance theory with Chinese characteristics.In the report of the Nineteenth Party Congress,it was clearly stated that we must improve the social governance system and strengthen the social governance system.As a new type of governance model and democratic practice model,the “participatory” model can effectively prevent the emergence of various social and economic conflicts.It is of great significance and value for China's innovation and development to allow multiple entities to fully play their roles and realize democratic rights,but also to coordinate and form synergies.The establishment of a government-led participatory co-governance mechanism is a necessary and strategic task for improving the social governance system and promoting innovation in social governance.However,the current research progress in the "participatory" model of social governance in China is slow,and there is a fuzzy understanding of the internal mechanisms of governance structures and processes.Lack of understanding of the overall and dynamic nature of the entire socio-economic environment,and how to realize the participatory co-governance of multiple entities is still in the initial stage of “theory construction”.This article attempts to make progress in the theoretical model,combining the party's spirit of the Nineteenth Congress to study China's social governance system innovation.First,it elaborates the related concepts and models of social governance,which focuses on the analysis of the "participatory" social governance model.Secondly,through social practice surveys,we find that there are many governance mechanisms in social governance and analyze the underlying causes.Take the social governance in Beijing,Shanghai,Wuhan,and Hangzhou as an example to summarize the basic features and experience of social governance.Finally,institutional analysis methods and systems theory methods are applied to study and construct an institutional framework for multi-subject participation.Explore the participatory co-governance mechanism of social governance from multiple perspectives.Explain the basic principle and construction path of the participatory co-governance mechanism and discuss in detail the specific content of the participatory co-governance mechanism.These include the sharing mechanism,action mechanism,motivation mechanism,adjustment mechanism and supervision mechanism.It also analyzes how to evaluate the effectiveness of participatory co-governance mechanisms.
