The Exploration Of The Path Of Hub-type Social Organizations Involved In Community Governance

Along with the social management system reform, the government by the management transformation in the direction of governance. Social organizations play an important function in social service and other fields, have been introduced to community governance, as one of the main body of governance to participate in community governance. Hub for the type of social organizations are different from general social organization "hub" function,involvement in community play a unique governance functions. This paper adopts case study method, using the theory of governance theory, etc, in Nanjing N type community hub social organization penetration (N) as the research sample, study its in community service and management practice. Penetration N will be involved in community governance has two paths, one is the connection between multiple subject of community governance,including basic unit government, social organizations and community residents, the second is involved in community service. Penetration N will by promoting grassroots,the transformation of the government management consciousness and management ways to expand the space of community governance, for the social organizations and community residents to participate in community governance foundation; Through the platform construction, the cohesion of social organization, realize the resource sharing,to empower social organization to strengthen social organization self building,enhance the vitality of the social organizations in the community governance; By changing the consciousness of participation, enhance their ability to participate in and open up ways of participation, guide the community residents to participate in community governance. Community service is effectively connected to the community and residents of the carrier, is the important way to promote the community residents to participate in, N will through the regulation of community service,building evaluation mechanism to ensure the quality of service,guarantee the link role of community service, improve the effect of residents' participation in community governance.Through the investigation of the people's livelihood, needs assessment, to the community service project design,introducing relevant social organizations,establishing resources platform, coordinate the relationship between organization, to supervise social service organization, evaluation of services, such as effective intervention paths, N will play a positive role in community governance, enhance the vitality of social organizations in community governance, promote the community residents' participation in community governance, to optimize the variety and quality of community service; From the system, contents, methods, comprehensively promote the development of community governance, assisting grassroots government achieve the change from the management to the management. Penetration from the perspective of the practice process of intervention, N will town government tend to be more severe, adverse to the social organization and management as a whole,neglecting the community enterprises governance role and the residents participate in community issues such as curing, for research and discussion on these problems, will further promote the development of hub type of social organization, is conducive to play a more active role in community governance.
