Study On The Practical Functions Of Community Governance Mode Of Multiple Subjects With One Core In Shenzhen

Community is the cell of the society.The development of community can not only rely on the government.At the same time,the great change in grassroots government functions has created conditions for communities' development.Moreover,the development and innovation of community governance is good for strengthening the foundation of social governance.Shenzhen,the Special Economic Zone in China's reform and opening-up frontier,is on the road of exploring the community governance mode that meets the need of urban communities' development.The communities in Shenzhen have executed the governance mode of multiple subjects with one core for a few years and made some achievements.In this mode,multiple subjects in the community,including community comprehensive Party committee(as the core),community work station,residents committee,non-profit organizations,enterprises and residents,solve community problems,promote community harmony and coordinate the community towards “good governance” by cooperating and interacting with each other.What practical functions does the governance mode of multiple subjects with one core have? How to achieve these functions better during the execution? This paper takes the research about these questions.This paper introduces the background of practicing the mode.The predicament that Shenzhen community governance faced is analyzed from three angles and the multi-governance mode of plural subjects with one core is elaborated.Then it mainly analyzes the practical functions of the governance mode of multiple subjects with one core.The core leading function,overall coordination function,and experience promotion function of this mode are supported by specific cases.But according to the field observation and interviews,some binding factors for this mode to fulfill its potential are found and summarized.They are motivation constraints,resource constraints and service constraints.To overcome these constraints,this paper puts forward some practical solving measures from three aspects.This paper adopts methods like literature research and case analysis.The suggestions about optimizing the governance mode of multiple subjects with one core are provided as reference for the relevant government departments to improve policy-making.
