Social problems facing China in the period of transition have a direct bearing ontraditional social management hysteresis. China has been undergoing the refreshingchanges in the new reform and opening up policy, with social strata splitting up, populationmigration accelerating, interests reallocating and vitality of the entire society thriving. Yet,faced with a variety of old and new contradictions it is more difficult to coordinate socialrelations under the circumstance of ongoing social vicissitudes. Against the background,government is unable to lend itself to meet the public demand of social management;therefore, great importance should be attached to the quality of social management systemsupply by giving full play to the role of system group so that a combined effect will beachieved and a substantial social change in management be followed. Therefore, therealization of multiple subjects involved in the supply of social management system hasgradually become a consensus in China.In view of this, by generalizing and analyzing relevant research at home and abroad inthe first place, the author scouts for a possible theoretical framework--NewInstitutionalism, and then probes into concepts of institutional change, institutionaldemand, institutional supply and the main body of institutional supply, etc.., followed bythe introduction of three different models of the social management system supply.Among the three, governance-type model is based on multiple subjects’ interactivecooperation, and thus achieve "good governance", which provides a sound theoretical basisfor multiple subjects involved in the supply of social management system.Second, the paper analyzes the practical feasibility and necessity of having theparticipation of multiple subjects in social management, which is considered to bebeneficial in three aspects: making institutional supply more rational, promoting thefunctional change of the government, and creating a dynamic, balanced network of socialrelations. Then, it compares and contrasts the status quo of institutional supply regardingsocial management between China and the west. Based on this, it discusses the experienceand problems with China and the west in the development of institutional supply in socialmanagement, highlighting the problems of path dependence in institutional change and thetraps of institutional supply in social management.Faced with the dilemma, the paper presents the idea of encouraging multiple subjectsto join in the institutional supply in social management, which, in a certain sense, is aresponse to the discussed feasibility and necessity of having the participation of multiple subjects in social management, with the purpose that institutional supply will be trulyeffective, the functional change of the government will be transformed, and the credibilityof institutional supply will be raised. The idea will also benefit the increase in thecapability of varied subjects. Admittedly, multiple subjects’ participation in socialmanagement supply, not just in theory but in practice is a fresh attempt. Much, therefore,are left to explore and add up, especially in suggestion, solution and development route tothe research, given that some viewpoints and corresponding elaboration in the paper arenot minute enough or even flawed.
