Research On The Interactive Relationship Of Multiple Subjects In Unit-type Community Governance

The community as the basic platform of social governance,has gradually become the intersection of interests,all kinds of organizations,the implementation of the policy goal and the accumulation of various contradictions.The third Plenary Session of the 18th CPC Central Committee explicitly mentioned:to improve social governance,adhere to the system of governance,strengthen the leadership of the Party committee,to encourage and support the participation of all sectors of society,to achieve self governance and social regulation,residents' autonomy benign interaction.And this is exactly the same as the goal of community governance.Community governance is a government,market,society and the multi subject interactive result,through face to face communication interaction communication,eliminate differences,cooperation and coordination,jointly solve community public problems between the community stakeholders.But it is worth noting that multiple subjects in community governance,although let the community full of new atmosphere,but also brought new problems.There are different interests between different subjects in the community,which form the state of competition and game,which has a negative impact on the harmonious community governance.In practice,the interaction between many subjects will directly affect the effectiveness of community governance.Therefore.countries at this stage of community governance based on the requirements of which requires the participation of community governance.then the relationship between the community of each subject of analysis and Research on how to build a benign interaction than training single subject autonomy ability is more important.The unit type community as the characteristics of the community has China form,occupies an important position in the Chinese community in the way of governance and governance effect has attracted widespread attention,the subject of community interaction problems in our community very representative.Because although with SOE reform,the unit gradually stripped of its social functions,and actively cooperate with the government to guide residents to participate in the management.but this kind of neighborhood government agencies to full)assume unit stripping social services,public services and other functions,funds,personnel and other aspects there are still obstacles.On the other hand,the increasing social demand of the residents can not be satisfied only by the resources of the unit.While constructing the benign interaction relationship between the main body of the community,with only one power support is difficult to achieve,it requires concerted efforts of government,units and residents,namely the three to possess their own responsibilities should be clarified,based on mutual benefit and carry out communication and cooperation and ultimately promote this interaction smoothly go on.The unit type community in Chongqing Daqing village community as the representative of the oil as the research object,using literature research,field survey and questionnaire survey methods,analyzes the interactive relationship between the main body of community,to find out the problems and puts forward some suggestions.And through the multi center governance theory,social interaction theory and collective action theory,analysis of the neighborhood as government agencies and interactive status between unit and residents to find out the relationship between the lack of interaction and interaction difficulties,study all the interaction between construction of available resources,that through decentralization,changing the idea,neighborhood unit residents participation,enhance and improve the cooperation mechanism and the introduction of supervision and evaluation mechanism to promote the construction of the interactive relationship,so as to improve the effect of community governance.
