Exploring The Interaction Between China And Russia In Central Asia Within The Framework Of The Shanghai Cooperation Organization

Central Asia locating the west of China,south of Russia and western Asia, was a hotly contested spot of powerful empires in history as well as the World Island's'Heartland' called by Britain geo-politician Mackinder, with obvious and unique geo-strategic value. After collapse of Soviet Union, International structure changed a lot. Although nations of Central Asia were free of century possessive relationship with Russia, they started to develop independently. But undeniable, they were still Russian traditional profits areas. After Central Asian policies adjustment about a decade years,Russia enhanced the military, security and economic relationship with Central Asia as well as positively push the integrative development with them. Central Asia has already become the strategic support for Russia recovering his great power status and Russia always attach attentions to Central Asian situation. China contains a long history with Central Asia from ancient Silk Roads trades to today's SCO friendly negotiation. China and Central Asia's cooperation and communication have entered into the more expand and extensive stage but they should also stress a key factor---Russia.SCO is the first time for China to participate and create and is the international organization named by Chinese city. China devoted much efforts for SCO's development. In order to endure the health and sustainable development of this organization, how to adjust two power--China and Russia plays a critical role. Since established, due to the common benefit of China and Russia, SCO gained world famous achievements. When solve the problem left over by history, they cooperated to combat the regional terrorism and criminal activities as well as to promote the cooperation on regional economics and trade, human culture, education and so forth.However, for the divergence of Chinese-Russian organization development location and the difference of relative fields' profits, the two kinds pressed ahead slowly on traditional military safety and regional economic integration.At present,the unstabilizing factors influencing Central Asia increased. There were some riot and conflict within these countries and serious social problems. The diffusing effect of Afghanistan Conflict and the deteriorate of the Middle East Situation make the risk of Three-forces in Central Asia and the terrorist attacks toward Shanghai happened occasionally. Many countries in Central Asia still contain serious contradictions about water resources which also bad to the SCO inside union. Facing to the new challenges,China and Russia should directly co-face the challenges,deepen cooperation in various fields under the frame of Shanghai Cooperation Organization in order to the social stability and economic development as well as exert great efforts toward constructing "Harmonious Area".
