Research On Quantitative Assessment Of Regional Rule Of Law Index

Rule of law is the basis and basic way of national governance. With the development of the rule of law in our country, as a management tool and technical means which has the function of encouragement and restriction, the evaluation of the rule of law has been paid more and more attention by the academic and practical circles. With the continuous progress of the rule of law in many countries and regions in the world, many regions are exploring the road of quantitative evaluation of the rule of law. Through the quantification of the index of the rule of law, the abstract concept of the rule of law is the specific index of the rule of law, through the comparative analysis of visual data,in order to measure and evaluate the development of the rule of law in the country or region.As a new way to establish the rule of law, the rule of law quantitative assessment covers a very broad scope, the establishment of a scientific system of quantitative assessment of the rule of law is the necessary guarantee for the quantitative assessment of the rule of law. In recent years, the research achievements of the rule of law and the rule of law in our country are significant, and the empirical research on the quantitative evaluation of the rule of law has made great progress. On the basis of learning from other countries or regions of the rule of law on the basis of practical experience, the rule of law in China to explore the road to quantify the need to build a quantitative evaluation index system of the rule of law with Chinese characteristics.Jiangsu province is one of the early exploration of the road of the quantitative evaluation to the rule of law and the development of the province, a series of evaluation system with local characteristics and rule of quantization, and in practice to explore a series of evaluation methods can be operational, can be copied, can be extended in the country with a demonstration of the value of. Based on the construction of rule of law and the rule of law Chinese quantitative evaluation of the evaluation index system is still in the exploration process,therefore,summarize the experience of Jiangsu, find out the existing problems and improve the regional legal evaluation system, adopting a government led and third party combination evaluation method for quantitative evaluation to the rule of law, in order to validity and reliability to improve the law evaluation. By improving the effectiveness of the practice of the rule of law in the region, and effectively promote the rule of law in Jiangsu, the rule of law for the construction of China's theory and practice to provide a typical sample.
