At Present, Research On Rural Community Governance Innovation In Northern Jiangsu

Currently, as the construction of new socialist countryside is in full swing, the rural communitization in our country has been transformed from a pilot project to a nationwide-promoting stage and has achieved remarkable success; meanwhile, it has gradually formed its own characteristics in its development: the government functions are transforming, the residents self-governance is improving, the community functions of nongovernmental organizations are strengthening, and the community governance is leaning towards legalization. In the current crucial period of development and reform, drawing lessons from the past and finding problems in a timely fashion is of great significance to the future promotion of China's rural community construction. As S village is a typical representative of such communitization in the process of new rural construction, it is used as an example in this paper to propose innovative research concept of rural community governance system. Teasing out the present situation of rural community governance, we find that dilemmas such as "enforced administration", "weak democracy", "in-organization","cultural identification crisis" and "management system defects" generally exist in rural communities; we also analyze the causes for these dilemmas, which include objective factors such as geography, capital, and resource situations, and subjective factors such as ideology, governance system, and professional talents. In the meantime, drawing upon the community governance practice of S village, the paper reflects the exploration of the rural community governance system. In a word, to promote the healthy operation of rural community governance and realize the long-term construction of new socialist countryside, this article proposes an innovation way for the system of rural community governance through five measures:regulate the participants of rural community governance, improve the arrangement of rural community system, increase the economic support of rural community,strengthen comprehensive rural community construction, and operate multiple effective supervision mechanism.
