Competitive selection is one of important forms of cadre selection in the Party and government organs. Under the new situation and the new normal, it's a high requirement that how to test the morality, ability, attendance, discipline and honest of the cadres. Many localities government and departments try to find a new method and new way to improve the open selection. More and more local organization departments start to turn their attentions to the evaluating technique on personnel, to analysis the cadres' all aspects deeply by more scientific, professional and effective ways. As a mature evaluation methodology in the field of international talent evaluation, assessment center technology slowly entered the view of the organization department.This paper makes the Party an government's cadre object of study to provide a new method for competitive selection, by discussion of feasibility and practicability of assessment center technology. In the paper , the feasibility analysis is divided into two angles of rationality and functionality, it is accelerative, political supportive and referable in competitive selection with assessment center, and it also has positive effects to cadres and cadres group. As the main content of the paper, the operation is divided into four parts of assessment system building, assessment methods designing,examiner training and application of results. Extracting competency factors and building indicator system are the keys to competency model structuring. Based on different models, corresponding assessment methods should be chosen. The results should not be used directly in different conditions. Using assessment center technology in competitive selection has some difficulties and limitations, but it is still practical significative and instructional to the current situation and the future direction of cadre and leader analysis.
