In recent years,all kinds of emergencies have happened from time to time in China.It'not affected by the influence of natural disaster,but also a series of society problems caused by society development and society changes.Society development leads to the frequent occurrence of some social risk events which affect the normal functioning of society and constantly threaten the safety of people's lives and property like contradictions highlight,the increased conflicts,social mass incidents,security accidents public health events.For a long time to come,our country will face a series of challenges with the emergent events.Now people pay more attention to these emergencies.Improving the ability to respond emergent events is an important program for the government at all levels.The improvement of the government's emergency management ability needs to be supported by emergency management talents,and junior civil servants are the main body to deal with emergencies.Their ability to respond to emergencies is directly related to the effect of incident handling.Therefore it's a great importance to improve the ability of civil servants to respond to emergencies for social stability,society development and improving people's satisfaction.At home and abroad,there are a large number of periodical literature on the research of emergencies,involving a wide range of cities and areas.However,most of the researches are from the perspective of government mechanism,and there is a lack of relevant theoretical research on the level of improving the ability of junior civil servants.Based on the junior civil servants' actual findings,construct the ability model to respond to emergencies and analyze the current situation and shortcoming.From the theoretical level and the practical level to improve the ability to put forward Suggestions.Taking S city as an example,this paper explores the ability of junior civil servants to respond to emergencies by using literature analysis and questionnaire survey.Firstly,the introduction part describes the research background and significance of junior civil servants' response to emergencies and domestic and international research results related to this ability enhancement.The first part introduces the definition of the concepts of responding toemergencies and summarizes the 4R crisis management theory and competency theory.From now the theoretical basis of this paper is established.By referring to the requirements of the law on junior civil servants' ability to deal with emergencies,relevant literature was sorted out.And there are 5 level-1 indicators and 27 level-2 indicators.The third part constructs competency model with 6 dimensions by factor analyzing junior civil servants' questionnaire data in S city with SPSS.The fourth part is an empirical study based on the self-assessment results of the ability of junior civil servants to respond to emergencies in S city.On the basis of the competency model obtained above,this paper conducts an analysis on the difference of the capability of junior civil servants to respond to emergencies in five aspects of gender,age,education,service years and ranks.In the fifth part,according to the analysis results of the differences in the ability of junior civil servants to respond to emergencies,the author expounds the reasons for the insufficient ability of junior civil servants to respond to emergencies from the aspects of individual factors and organizational factors.In the sixth part,it proposes to improve the ability of junior civil servants to respond to emergencies by establishing the correct emergency awareness,establishing and perfecting the emergency mechanism,perfecting the training mechanism and strengthening the incentive mechanism.Finally,the author summarizes the whole paper and prospects the further research.
