With the continuous development of China's economy and society,the improvement of national governance capacity,and the requirements of building a service-oriented government,the work of grass-roots civil servants is becoming more and more complex,and the work difficulties are also increasing,which puts forward new and higher requirements for the competency of grass-roots civil servants.As an important part of the national administrative system,grass-roots civil servants need to face the masses directly in their daily work.They are the bridge between the masses,the party and the state.Their service level and service quality are directly related to the construction of service-oriented government.Therefore,to improve the competency of grass-roots civil servants is an important work,and training is an effective way to improve the competency of grass-roots civil servants.Competency runs through the whole work process,it is a measure of specific post abilities including knowledge,skills,abilities,values and self-awareness.Competency is an important factor affecting performance,so for all levels of government departments,competency is a strong guarantee to achieve high performance.If we can improve the competency of civil servants in the work,we can greatly improve the performance of all levels of government departments,and provide an effective guarantee for a better,faster and higher service-oriented government.In this paper,the competency of civil servants as a starting point,based on the actual training of grass-roots civil servants in TS District,build a grass-roots civil servants training system.Compared with the traditional training of civil servants,the competency based training mode can meet the actual work needs of grass-roots civil servants,improve the competency of grass-roots civil servants as the guide,and select more targeted training content,training methods,training evaluation according to the competency model of civil servants.Starting from the actual needs of organizations,posts and trainees,meet the personalized needs of improving the ability of civil servants,and achieve more efficient training effect.In this paper,the literature research method,questionnaire survey method,on the basis of collecting and sorting out the literature,the relevant concepts and theories are analyzed and examined.Through the statistics of the results of the questionnaire,the problems existing in the training of grass-roots civil servants in TS district are analyzed,and the reasons for the problems are explored.According to the results of the questionnaire,the competency model of grass-roots civil servants in TS district is constructed.The dimensions and elements of the model are analyzed by the dialectical relationship principle of internal and external factors.Based on the model,the training system of grass-roots civil servants in TS district is constructed.The training object,training content,training method,training evaluation and other links are designed.The civil servant training system based on competency model breaks through the framework of the original civil servant training system,and provides a new concept and reference system for the grass-roots civil servant training in TS district.There are 22 figures,9 tables and 94 references in this paper.
