After the outbreak of the crisis in Syria,the world has been facing the largest refugee tide since the World War II.In principle,a sovereign state's management over alien's entry into its border should be an internal problem of the receiving state,which reflects the international community's respect for national sovereignty.However,under the baptism of the two world wars,the international community has come to realize that it is the common responsibility of the international community to provide shelter for the people in the war-torn areas.This is the result of the development of humanitarian law in the war,and also the inevitable requirement of human rights protection.For decades,in order to solve the problem of refugees,the international community has made various attempts,to make coordination and distribution among each country who should shoulder the responsibility of the relief work,in which the EU's refugee policy is most mature.However,from the practice of EU countries facing to the refugee crisis in Syria,the existing common European asylum system has been difficult to sustain,and the value orientation of the Dublin agreement has become the focus of international criticism.This is because,on the one hand,except UNHCR and some sporadic regional international legal documents,international refugee law system is not perfect,and there is absence of necessary binding force;on the other hand,with the expansion of globalization,no country should be spared in the face of global problems.This paper starts from the discussion of the relativity of national sovereignty,emphasizing that the main position of sovereign states in the war refugee relief activities,meanwhile the paper analyzes under the guidance of the principle of international cooperation,the responsibility that the sovereign states should take in the war refugee relief work in order to make a breakthrough in international refugee law,and provide ideas and a new path of reform to solve the problem of refugees in the world.
