The refugee crisis has always been a major problem in the global governance of the world today.Especially at a time when globalization is accelerating,the refugee problem has long gone beyond the scope of the countries of origin and host of refugees and has become a major global problem.Since the outbreak of the Syrian crisis in 2011,a large number of Syrian people have sought asylum in other countries.This is another large-scale refugee crisis in human history.Turkey received the largest number of Syrian refugees.The influx of refugees places a heavy burden on Turkey's economy and threatens its national security.The government of Turkey faces enormous challenges with regard to Syrian refugees.From the initial "open door" policy to today's limited opening policy,Turkey's refugee policy has undergone a transformation.In response to the Syrian refugee crisis,the Turkish government has made many efforts in the areas of resettlement,health care,psychological education,and has promoted major reforms in domestic refugee law.In 2015,A large number of West Asia and North Africa people smuggled into Europe from the Mediterranean Sea,causing a "European refugee crisis" that shocked the world.Taking this opportunity,the Turkish government and the European Union conducted a series of cooperation and consultations on the refugee issue to jointly combat refugee smuggling.This article mainly analyzes the emergence of the Syrian refugee crisis and its "spillover",the current situation of Syrian refugees in Turkey,the migration route from Turkey to Europe and the problem of refugee smuggling,Turkey's refugee policies,the reasons for its implementation and transformation,and how the international community can solve the refugee crisis in Syria under the perspective of global governance are discussed preliminarily.
