Research On The Government Regulation Of Online Car-hailing

Online car-hailing was born under the joint action of "Internet +transportation" and sharing economy,which reflects the development trend of the transportation industry.It not only meets the travel needs of the public,but also makes full use of the idle resources in the society,so that social resources are fully allocated.However,as an emerging product,some problems have emerged in the process of its rise and development.Although the state has issued the“Guidance Opinions”and“Interim Measures”and other regulations,local governments have also formulated the corresponding implementation rules,but there are still some problems.Based on the current development of online ride-hailing,this paper tries to explore the problems existing in the current government regulations of online car-hailing,and put forward some feasible suggestions for improving the regulation system of online car-hailing.This paper focuses on the regulation of online car-hailing by the government.Supported by the regulation theory of the government,this paper adopts the methods of literature analysis,comparative analysis and Inductive analysis method to study how the government can effectively regulate the online car-hailing industry when it has problems in operation,so as to make the industry develop healthily.In addition to the introduction and conclusion,this paper has five chapters.The first chapter mainly introduces the relevant concepts of online car-hailing and the government regulation theory,which paves the way for the full text.The second chapter,on the basis of analyzing the development status of online-hailing industry,to understand the basic demands of government regulation.The third chapter elaborates the current situation ofgovernment regulation of online ride-hailing.The fourth chapter analyzes the problems existing in the regulation of online car-hailing in our country and analyzes the reasons.In chapter five,reasonable countermeasures and Suggestions are put forward to solve the problems existing in government regulation of online car-hailing.Firstly,it starts from obeying the rules of market competition to optimize the market competition environment of online car-hailing and create conditions for the market mechanism to play its role.Secondly,at the level of legislation and law enforcement,the central and local governments formulate and improve relevant laws and regulations,and improve the awareness of the rule of law in the supervision and law enforcement of regulatory departments.Thirdly,to clarify the responsibilities of each participant in the online car-hailing;Fourth,a multi-body regulation system for online car-hailing should be established to give full play to the power of the government,online car-hailing platform companies,industry associations,drivers and the public to regulate online car-hailing in a coordinated manner.
