The Grassroots Government Should Deal With The Countermeasures To Deal With Mass Emergencies

At present,China is in the period of social transformation and development.Geographical gap,urban and rural gap,rich and poor gap are widening,and the adjustment of interests between the various strata and groups of society tends to be complicated.The adjustment of the pattern of interests makes the deep social contradictions to highlight.In the context of awakening of civil consciousness and the increasing initiative of political participation,the social contradictions caused by land acquisition and house demolition,environmental pollution,medical disputes,corruption,judicial injustice,Wage issue,accident casualties and so on,Part of the contradictions and disputes in the form of group unexpected incidents and caused a serious impact to the local social stability.As these contradictions in the brewing,the outbreak of the process will often be directed at the grass-roots government or related functional departments,making the grass-roots government or related functional departments take the responsibility ofdealing with the incident and become the object of being attacked.Therefore,it has been a severe test for the grassroots government in the front line to deal with the effective treatment,has become a major issue that should be researched by the grass-roots government at this stage to carry out effective social governance.According to this,this paper uses the basic theory and research methods of public management,taking some part of the mass incidents in recent years as an example to carry out the research on the countermeasures of the grass-roots government to deal with the group emergencies.This paper expounds the background,purpose and significance of the research,summarizes the literatures of related research,explains the theory of mass emergencies,analyzes the status and function of the grass-roots government in this work,and points out the current situation and characteristics of the process of grass-roots government carry out the related work,analyzes the problems such as the weakening of the legal authority in the disposal,the dilution of the thinking of the disposal,the dislocation of the government,the disparity of disposal and the low efficiency of disposal,and points out that the causes of these problems are mainly provided by law Lack of legal awareness,lack of awareness,institutional design is unreasonable,lack of government authority,poor integration of resources and so on.On the basis of the above analysis,this paper puts forward the countermeasures to promote the effective management of the grass-roots government by establishing the basic authority of the law,advocating the maintenance of rights according to law,changing the thinking of maintaining stability,enhancing the ruling ability,strengthening the information management,promoting the unity of power and responsibility,integrating the social resources and improving the governance level.
