The security and stability of border areas have always been a crucial embodiment of national peace and guarantee. China is one of the countries which have longest border lines in the world and China also has large quantities of land neighbors. As a result, it is a country which has many cross-border ethnics, cross-border ethnic people. Problems initiated by these cross-border ethnic areas become the problems between countries and countries, which are related to the national defense construction and national security of a country. Since the establishment of the new China, border ethnic regions have achieved the steady development of economy society with the policy and financial support of the party and country, and especially since the reform and opening up, economic development speed have greatly improved. But atthe same time, because unreasonable use of resources and energy in the process of economy development, relatively backward development of economic mode and adjustment of industrial structure, loopholes exist in the development and under the supervision of the financial industry and banks, and other reasons make the economic development in potential dangers. In addition, in the border ethnic areas, because of some inherent objective factors, some economic security problems in reality are increasingly prominent. With the development of economy, social undertakings development has gradually attract people’s attention. And all kinds of sudden mass incidents effecting public security not only caused by economic development itself, but the social injustice dissatisfaction. The relatively backward economic development of border ethnic areas relatively reduce people’s living standard and lag behind the development of education, health, employment, social security and other social undertakings. However, the development of the social and public utilities affects the benefits people equally enjoyed in the process of economic development, in the meantime, all kinds of hidden troubles buried in social securities, probably lead to various problems which endanger the social security.With the development of society is increasingly open, the growing economic strength, social diversity is becoming more and more obvious, the above problems are increasingly serious. Therefore, China attaches great importance to the development of border ethnic areas. In the process of border governance, previously only rely on a single national policy is not enough, this is not only because of the multi-level and multi-channel economic and political exchanges between the modern state, but also because of the multilateral and complex international relations. Recognizing the urgency of public service capacity construction of the current local government in the minority area of our country in a timely manner and carrying out further research on related fields to enrich the border problem research, social affairs governance research, neighboring relations research of the cross-border ethnic of border, strengthening the construction of the border areas, optimizing public service along the border and improving management of cross-border personnel and economic exchanges, which play a crucial role for the maintenance of border security, national unity and good neighborly diplomacy.Cross-border ethnic governance of public affairs in the border area is acomplex process, whether it is involved in the main or the management way has the characteristics of diversity. Domestic factors and international factors, economic factors and political factors, historical factors and practical factors are correlated with each other and will change with the conditions making the problem more difficult to solve. On the basis of previous studies, theresearch group will choose some more prominent problems as the key point concerning the public affairs governance in China’s border areas of Guangxi to analyze mechanism of cross-border ethnic groups in it, and puts forward the corresponding countermeasures and suggestions. Through study of cross-border ethnic groups participate in the border of public affairs governance, analysis of its operation mechanism, extraction mode of participation, experience, to provide theoretical guidance for the formulation of national relevant policies, providing experience and reference for solving similar problems in other border areas.The paper together the geopolitical theory, public affairs governance theory and frontier governance theory with public affairs governance of Guangxi border minority regions closely, using the literature research method, empirical approach and theoretical research method and carefully collected all kinds of documents and data in recent years with regard to governance work of border public affairs in 8 County of Guangxi. Through studying the actual situation of Guangxi border people’s life in a depth and systematic way, I analyze the basic situation of Guangxi cross-border ethnic population size, ethnic groups, religious belief, residential distribution, economic development, education level, especially makes a discussion and questionnaire surveyon the existing problems and shortcomings of the outstanding achievement.Thus, the basic situation and special problems existing in the governance of public affairs of local grassroots organization are grasped. On this basis, outstanding achievements and highlights of the governance of public affairs of Guangxi ethnic area work are summarized, obtained valuable experience, put forward management system to perfect the border public affairs and improvement suggestions to improve border public affairs governance ability, thus to promote economic development and social stability in Guangxi cross-border ethnic and border area.This paper has 5 chapters except the introduction. The first chapter directly point to the problems of Guangxi. Firstly, it introduces the regional situation in Guangxi and several large cross-border ethnic groups. Then it arranges the local history of Guangxi and the relationship between China and Vietnam. On that historical basis, further deepening the effects of ethnic relations development and Guangxi’s border security and even Chinese national security and unity, especially in Guangxi in the new China before the establishment of self-defense, more special case of reform and opening up, facing the early before the war, the relationship between China and Vietnam to improve upon the situation, Chinese--ASEAN Free Trade Area both has and will bring influence. The second chapter discusses the Guangxi cross-border public affairs governance subjects and its ability. Based on the administrative system of our country and Guangxi public affairs governance tasks, it arrangethe main structure of the border, especially in grassroots political power of border and grass-roots social autonomous organizations. At the same time, the paper pays attention to cross-border ethnic members who affect the public affairs governance of border in the process of interaction, and analysis the issues and limitations existed in border’s grassroots public organization. The third chapter discusses the main tasks and the achievements in the development of Guangxi cross-border governance of public affairs. Firstly, the paper arranges the content of current Guangxi border area public affairs management, including border general public affairs and cross-border cooperation affairs. The general public affairs discuss the main task and the achievements in the development of governance, concerning education, health, social security, culture, infrastructure construction of the border region of Guangxi. Cross-border cooperation affairs discuss governance main task and development achievements with regard to cross-border trade, border resources develop contracted, border economic cooperation zones construct, cross-border crime combat, and promoting economic and social integration in border areas. The fourth chapter discusses the main challenges in governance of Guangxi cross-border public affairs. The challenge main comes from nationalism consciousness, the establishment of Chinese -ASEAN free trade area, the deteriorating relations with the Sino Vietnamese, culture and Religion Infiltration, the utilizing of nationalism by International Anti-China forces, poorer Guangxi compared with inland and so forth. The fifth chapter discusses the countermeasures to solve the existing public affairs governance problems in the border region of Guangxi.
