The academic literatures have now taken it as a hot topic to discuss what is happening to the role of China under global governance regime.A consensus exists between academic and political circles,which refers to that China is supposed to take over more responsibilities than before in global governance.But how can China undertake the due obligations still remained further study.The World Bank Group,which works as the core agency of global governance operation,has performed the duties of offering public goods for a long time.However there comes out the problem of imbalance between supply and demand.This matter results form the power logic and experiential bias underlying governance regime,and that is why China can do to make more contributions.This paper mainly focuses on this topic and has picked up Doing Business program,a flagship product of World Bank,as the case of discussion concerning China's contributions by its experiences.The Doing Business program has provided standards for international communities especially those developing economies' internal investment climate promotion and has practically supported series of reforms.Comparing China's development experiences,there exist problems of homogenization assumption among investors as well as economies,ignoring regional differences within economies and impacts of informal institutions and so on.All which has affected Doing Business program's explanatory power and therefor could not meet China's and other developing contries' needs.As a reasonable way to undertake its responsibility,China should seek to upgrade supplies of public goods by participating in multilateral organizations actively.In order to support China's needs in the process of deeply participation as well as public goods supply,this paper puts forward some suggestions concerning the Doing Business program's reform.Firstly,the Doing Business team should extend the scope of its criteria and pay more attention to the practical results of laws.Secondly,the team is supposed to change its data collecting methods and meet more respondents beyond officials,lawyers and accountants.Thirdly,the team should give up ranking by equal weight of all indexesand put much more priority on the country reports.Lastly,not only is the Doing Business team required to update its conventional thinking,but also should World Bank make further reform on its institutions and staff arrangements,so as to integrate strength supporting all investment climate promotion.
