The Governance Logic Of The Party's Internal Regulations

"To manage the country first we must well manage the Party,to do this we must be strict with the party members,strictly according to the law.”This sentence contains three elements:rule the country,rule the party and the rule of law.The Party Regulations are both an important basis for managing the Party and a strong safeguard for building the socialist country under the rule of law.At present,the construction of the inner-party legal system is in full swing,and the modernization of the state has been progressing steadily.The research of the party’s laws and regulations should not be backward.The research on the Party Regulations mainly involves three subjects of Law,Party Building and Politics.The scholars of the Law and the Party Building focus on the problem of "what" and "how to do" within the party system.From the perspective of Politics,this paper focuses on the "why" of The Party Regulations System philosophy proposition,focusing on the status and role of The Party Regulations in national governance.Through combing the existing literature,we found that in recent years,the Law,the Party Building and the Politics have carried on the multi angle,the three-dimensional research to The Party Regulations,and has obtained the considerable research achievement.However,from the perspective of Politics,the present study has some limitations.Among them,the outstanding performance in two aspects:first,the lack of innovative research methods;second,the lack of basic theoretical research breakthrough.This paper focuses on the theme of "the governance logic of the Party Regulations",analyzes the status and function of the Party Regulations in inner-party governance and state governance through possible new institutionalist path innovation,and focuses on the governance system and development context and governance capacity of the three issues discussed.There are five parts in the paper.The first part is the introduction,clarify the meaning of the topic,the core concept,research status,research focus,research methods and analytical framework.The second part focuses on the governance system of the Party Regulations,and analyzes the political orientation and system of the inner-party laws and regulations.The third part focuses on the development of the Party Regulations,and analyzes the formation and changes of the Party Regulations.The fourth part analyzes the governance attributes of the Party Regulations,and analyzes the governance characteristics of the Party Regulations,and puts forward the"Regulations of the Communist Party of China"(Trial)"For example,anatomical sparrow,to explore the Party Regulations of governance logic.The fifth part is the conclusion,summed up the full text.This paper argues that the Communist Party of China to strengthen the construction of the Party Regulations,improve the regulations of the party’s governance system and governance capacity,not only improved the way of governance,and enhance the management efficiency,the most important thing is to realize the pursuit of good governance.
