Facing Knowledge-based Economy In Shaanxi Province High-tech Development Zones

Shannxi is a developing province,its ecology environment is very weak.Inold development model,if we do not take care of the environment,the nature balancewill be break down.The 21st century the knowledge-based economy will gradually dominan theworld economy.The old development model will be broke through. Human resourceswill be the primary factor in new development model but not nature resources andcapital.The core of productivity is innovative of science and technology.Indusny ofnew and hi-tech will act as the master of region economy in knowledge-basedeconomy era and it has promoted regional economic rapid increase. Industry of newand hi-tech uses little energy and materials it has little influence tO environment.Industry of new and hi-tech gives a way for Shannxi's development. Shannxi has richhuman resources,if we catch up the opportunity to develop new and hi-tech industry,Shannxi will be a strongly economic province.This paper analyzes the Shannxi province new and hi-tech developing areas. Theauthor found that there are some limit factors influencing the areas deeplydeveloping,such as the shortage of capital,the problem of sale,the low level oftechnology in products, and so on.The author think that Shannxi should set up somenew and hi-tech developing areas to promote the develop of whole region and gavehis advice. At last the author suggested setting up risk investment funds,astablishingunion exploit net,concentrating exploit some top products,helping medium and smallnew and hi-tech enterprises developing. These proposals wer given to solve those iproblems. The author expects that the proposals can contribute to accelerating newand hi-tech industry of the region and catching up with east region in knowedge-based economy era.
