Research On The Incentives For Grassroots Cadres In China Since The 18th National Congress

Since the eighteenth national congress of the communist party of China,the central,from the perspective of the style problem,control the party strictly,on the governing party in all respects by perfecting the laws and regulations and specifications the political life within the party to promote the party's construction great project forward.After nearly five years of governance,we have really achieved the improvement of style and the overwhelming trend of fighting corruption has been formed.But with the deepening of the anti-corruption campaign,there is a cacophony in the ranks of cadres,including grassroots cadres.This phenomenon is not the mainstream of cadres,but if ignored,will be like green algae in the pond to spread influence water,the adverse impact on political culture and political ecological construction in the party.Pipe line should be sympathetic to also want to love,this article focuses on covered grassroots cadres incentive related issues,trying to clarify the causes of existing problems of incentive mechanism,and the solution.In this paper,the first part of the article has been given some inspiration for the party's policies on the two periods of local government and the two periods after the founding of the People's Republic of China.For example,we should pay attention to the disciplinary and cultural needs of the cadres,and the emphasis on training will produce positive incentives and the power of role models.The second part of the paper studies the operational status and existing problems of the current incentive mechanism from the three levels of incentive and moral incentive.The third part from the grass-roots cadres in the special position in the governing,the phenomenon of"official inaction"and incentive incompatibility issues highlighted in this paper,the necessity of strengthening with this group.In our country,about 70 percent of the cadres at the county level and below are the cornerstone and basic guarantee of the party's governance.If we don't pay attention to the reasonable demands of the grassroots cadres,it will directly harm the ruling foundation of the party when it becomes mainstream.This paper discusses the necessity of strengthening the incentive of the cadres at the grass-roots level,and focuses on the performance and causes of the phenomenon of "incentive incompatibility".The fourth part of the countermeasure analysis on the whole grasp the shortage of the existing mechanism,using Marxist interest theory and western classical motivation theory,put forward the response from the cadres material interests;Using mental stimulation,innovative incentives;Dig deep,the science use resources and grass-roots staff through various forms to strengthen ideological and political education of the four aspects of incentive mechanism to improve the grass-roots cadres.Grass-roots staff through various forms to strengthen ideological and political education of the four aspects of incentive mechanism to improve the grass-roots cadres.
