| The grass-roots cadres are the backbone of practicing good governance concepts of the party and the state,and the effective motivation system plays an important role in arousing the enthusiasm and capacity of the grass-roots cadres.In the new era,our country is faced with the historical task of high-quality economic and social development,which certainly burdens the work responsibilities of grassroots cadres.Undoubtedly,the modernization of national governance system and governance capacity has put forward higher requirements for the refinement and specialization of them.At the same time,with the improvement of the supervision system,people’s awareness of the rule of law has been rising;as well as the Internet has completely covered the supervision over the behavior of grassroots cadres,the "professional risks" faced by grassroots cadres and the resulting job burnout are becoming more obvious.However,the traditional motivating ideas and methods cannot meet the requirements of the team construction of grassroots cadres in this new situation.In order to solve this problem effectively,the report of the19 th National Congress of the Communist Party of China clearly proposed that "building a high-quality and professional cadre team" should be "adhering to the combination of strictness and love,focusing on both encouragement and restriction,improving the cadre assessment and evaluation mechanism,establishing the motivation system and error tolerance and correction mechanism,and clearly supporting those cadres who dare to take on responsibilities,do things in a down-to-earth manner and do not seek personal interests".This important discussion points out the direction for the improvement of the positive motivation system of cadres in the new era,and also becomes an important subject in urgent need for research.Youxian District of Mianyang City has tried first in this respect,explored some feasible plans and achieved some results,but also existed some deep and new problems to be solved.Through the investigation,it is found that there is a low degree of satisfaction with the economic remuneration of the grassroots cadres in Youxian District of Mianyang City.The grassroots cadres do hard work,even busy from morning to night every day.However,their pay and return can not be in direct proportion.Many grass-roots cadres have a strong demand for salary and treatment.However,although Youxian district government has been committed to solve this problem,but The results have been very limited.There are unreasonable distribution of resources,grass-roots cadres do not grasp enough resources,whether in the work or treatment of resources,are extremely limited,although some grassroots cadres in the diligent work,but still can not get promotion,there is a problem of promotion difficulty;therefore,the grass-roots cadres work motivation is insufficient,in some affairs processing enthusiasm Never get promoted.This study is based on Herzberg’s two factor theory,mcglellan’s achievement need theory and reinforcement theory,this paper analyzes the incentive measures and the effect perception of grassroots cadres in Youxian district,finds the existing problems,and puts forward some suggestions to improve the current incentive measures of grassroots cadres in Youxian district.Research found that the grassroots cadre’s incentives exist some deep problems needing to be solved,such as low economic compensation satisfaction,barriers to promotion,and lack of flexibility in deployment.At the same time,the study also found that there are new phenomena that the grass-roots cadres are actively "marginalized" and there is not enough energy to transform supervision into encouragement.Combination this district in current stage,we are supposed to improve the balanced mechanism,break the barrier of the promotion system,and ensure the stability of the unit personnel deployment and flexibility.What’s more,we will pay more attention to the exchange of organizations with the grass-roots cadres;more measures will be taken to turn supervision into a new driving force for cadre motivation,so as to make the grass-roots cadre’s motivation system to achieve better effect. |
