Institutional Governance Of The Party And The Construction Of The Governing Authority Of The Communist Party Of China

The ruling status of Chinese Communist Party(CCP)is the choice of history and people.The Party's ruling status and authority are getting continuous consolidation with the progress of China's revolutions and constructions,the reasons of which are not only that CCP brings a flow of ruling achievements for Chinese society' development and people's happiness,but also CCP all the way attaches much importance on self construction and governance.As ruling context of the Party being more complicated and ruling missions being more diversified,it is the essential path of PPC stepping into modernization to strengthen the Party's system construction and implement the performance of "Ruling the Party with System",which also corresponds with the laws of Ruling Party's reformation and development.Establishing the ruling authority with law-governing authority as the core is the important content of transforming self-governance pattern of CCP,which is designed to meet people's requirements and expectation for improving CCP's ruling ability and level.Its targets also include responding to ruling challenges,dissolving ruling risks,enhancing the leadership on the cause of socialism with Chinese characteristics,consolidating the legitimacy of people's political power,as well as promoting CCP's ruling authority through raising the level of its self construction and governance.Based on the principle of Marxism,combined with historical analysis,normative analysis,empirical analysis and other methods,this paper started from power,authority and legitimacy,to explore the connotation of "Ruling the Party with System",study the evolution principle of CCP's authority,sorting internal and external environmental features and development characteristics of CCP's "Ruling the Party with System" in different periods,summarize the logic and experience of CCP consolidating ruling authority by "Ruling the Party with System",which provides the reference for its further development.Theoretically,the connotation of "Ruling the Party with System" includes the concepts such as system,ruling and Party governance.Only by systematically analyzing these concepts,can we understand and reveal its meaning and features.It is a concept integrating static layout and dynamic execution together.From static perspective,it demands to establish a set of systematical and scientific system;from dynamic perspective,it is dynamic process of "system supply—system implementation—system feedback",with the final goal of consolidating CCP's legitimacy.Relationship among power,authority and legitimacy is the fundamental tool to analyze the production and changes of ruling authority.The derivative logic of ruling authority is that the power transforms the authority after recognized by the public,at last it is executed by the legitimacy on the political power.In order to get recognized and obeyed by the public,a party shall establish a set of coordinated mechanism for authority production,covering ideology,leadership,system,ruling performance and other factors,to guarantee the governance lever and ruling ability in the internal Party and continuous narrow the gap between political achievements and expectations.The ruling process of CCP may be divided into three stages:partial ruling stage,comprehensive ruling stage with the mode of traditional socialism,and the comprehensive ruling stage under the condition of reform and opening up.These three stages have different inside and outside environments.In the exploration on "Ruling the Party with System",CCP gets development through several setbacks,gains several achievements and creates the historical glory on ruling the country.As the major contents of CCP's construction,"Ruling the Party with System" is the effective measure and solid guarantee for Party's establishment,governance and management.It has various features in different periods and ruling conditions,whose logic is progressed according to "responding to the appeal—driving law-oriented governance—promoting ruling ability".It provides valuable historical experience and lays a good foundation for the continuous development and realization of the modernization of CCP.Since the 18th national congress of CCP,facing the continuous deepening conditions of the world,the Country and the Party,the Party's Central Committee represented by Xi Jinping closely combines CCP's "Ruling the Party with System" with self construction of ruling authority through summarizing historical ruling experience of CCP;among the great battles with many new historical characteristics,it drives socialism politics keeping get new developments and achievements,and raises the construction of CCP's authority construction into new historical level.
