Research On Corruption Governance Of Rural Grassroots Organizations Under The Restriction Of Administrative Power

With the deepening of China's implementation of the new rural construction and the national agricultural policies for supporting agriculture,large amounts of funds into the rural areas,and promote the development of rural economy,its hidden behind the temptation of huge economic benefits,the large number of rural grassroots organizations corruption breeding and spreading of rural grassroots cadres corruption problem is very prominent,very serious harm to society and become a malignant tumor affecting the rural grassroots social governance.Since the eighteenth Congress of the Communist Party of China,the Chinese government attaches great importance to anti-corruption work,and achieved significant results?but the anti-corruption situation is still grim,rural grassroots corruption has become one of the most powerful people to reflect the problems,the problem of corruption in rural governance has become China's future anti-corruption focus,is also a difficult problem in rural areas local governance in china.Therefore,this paper chooses the rural grassroots organizations as the research object of this article.Through the basic situation of rural grassroots organizations of corruption,analysis of the main causes of the rural grassroots organizations of corruption,and to restrict administrative power as the angle of view,to explore the governance of China's rural grassroots organizations corruption mechanism.In this paper,and from 2011 to 2015 in Lingcheng District Dezhou City of Shandong province under the jurisdiction of the judicial organs of the mausoleum of rural grassroots cadres of villages and towns and village cadres corruption crime as the research sample,using survey research method,literature research method,comparative research method,case analysis method,combining with the related theories at home and abroad research results,research status of the county rural grassroots corruption the analysis of deep-seated reasons of rural grassroots organizations corruption from corrupt motives and opportunities for corruption in two aspects,and make full use of domestic and foreign anti-corruption theories,combined with Lingcheng District Dezhou City rural grassroots organizations corruption practice,proposed to restrict administrative power from the perspective of constructing restriction to administrative power as the core of the anti-corruption mechanism from the system level.This paper mainly through the improvement of rural grassroots cadres management system,improve the government information disclosure system,perfecting the administrative supervision mechanism,strengthen judicial control efforts and improve the people's action mechanism five aspects,improve the control mechanism of rural grassroots organizations corruption governance.This paper consists of six chapters:the first chapter is the introduction,which mainly describes the background and significance of the rural grassroots organizations,the research status,the ideas,methods,structure,etc.The second chapter is the theoretical basis for the use of the definition and related concepts of this study,the main definition of administrative power constraints,rural grassroots organizations,corruption and other related concepts,analysis of governance and good governance theory,relationship theory,power system to prevent rent-seeking theory,power balance theory and the rural grassroots organizations of corruption.The third chapter is the analysis of the present situation,the basic situation,characteristics,trend and harm of Lingcheng District Dezhou City Rural grassroots organizations corruption crime.The fourth chapter is the part of problem analysis,analysis of the causes of rural grassroots organizations in Lingcheng District Dezhou City corruption.The fifth chapter is the suggestion part,according to the causes of rural grassroots organizations in Lingcheng District Dezhou City corruption Lingcheng countermeasures,research.The sixth part is the conclusion,which summarizes the paper and points out the inadequacies of the paper and the next research direction.
