| The report to the 19 th national congress of the communist party of China(CPC)explicitly calls for the modernization of China's national governance system and capacity.Among them,rural grassroots corruption governance is not only one of the important content of governance modernization,but also the inevitable requirement of comprehensive strict party governance.The problem of corruption in rural governance at the grassroots level seriously restricts the smooth realization of the goal of building a moderately prosperous society in all respects,and even damages the image of the party and the country in the minds of the masses.Therefore,the rural grassroots corruption governance work is imminent.Based on the related theory as the guidance,corruption through the consult literature method,research achievements in this field at home and abroad for carding analysis,USES the many kinds of analysis method at the same time,the Q,the work of rural grassroots relevant supervisory department report released in recent years and Q city disciplinary inspection report for collecting,sorting and analysis,combined with the author's field investigation interview at the same time,find Q city rural grassroots overall mass corruption situation,all kinds of corruption corruption in economic corruption dominant and main body characteristic of expansion and concealment is strong.However,the poor economic conditions,the deviation of ideological understanding and the lack of system are the main reasons leading to the corruption of rural grassroots in Q city.The consequences of corruption are also very serious.It not only causes a crisis of trust among the people,but also affects the smooth implementation of relevant national policies and hinders the development of rural economy and productivity.Therefore,it is urgent,necessary and important to strengthen grassroots corruption governance.Under the specific requirements of corruption governance in the new era,Q city has adopted a variety of measures to improve the effectiveness of grass-roots anti-corruption in rural areas.We severely investigated and dealt with cases of law-breaking and discipline violations by rural cadres at the grass-roots level,and intensified efforts to deter corruption.Implement the people's right to know,make the people more clear about the operation of rural grass-roots power;We strengthened clean government education,improved the overall quality of cadres and the ability to serve the people,and improved the coverage area of clean government education.However,in the anti-corruption work,there are still some deficiencies and problems,such as the rural grassroots power allocation and operation mechanism is not perfect,rural grassroots supervision and control mechanism is not perfect,three affairs open system is not good operation,grassroots cadres ideology and value education is not enough.Through the analysis of the concrete measures and achievements of corruption control at the rural grassroots level in guangdong and jiangsu province,this paper summarizes three experiences of corruption control,which are respectively to pay attention to the construction of clean government culture and cadre team,tighten the iron cage of institutional constraints,and maintain the high pressure of anti-corruption.Combining the causes of corruption at the rural grassroots level in Q city,the existing problems in corruption governance,and referring to the advanced experience of corruption governance at the rural grassroots level in China,this paper puts forward countermeasures and Suggestions on strengthening corruption governance at the rural grassroots level from five aspects: improving the power allocation system at the rural grassroots level;Optimize rural basic level administration to supervise mechanism and effect;We will make more public our work related to the three issues.Strengthening the education and management of rural cadres at the grass-roots level;We will improve the social environment. |
