With the continuous development of the society,the requirement of the mass to the quality of public service is also increased gradually.As to public institutions that perform management and service functions,the traditional management modes have appeared defects such as low efficiency,and it can't adapt to the requirement of development,so deepening reform is also submitted to the agenda.Heavier and heavier burden and the reform of constant exploration form the situation that there are more and more work,but salaries stand still,which frustrates the enthusiasm of public workers,and causes losses of personnel,especially backbones with advanced technical titles and young workers in basic level.Although public institutions shall “have employing and leaving”,but the actual condition is that the employment plan is harder and harder to be approved.The post can't be supplemented when some worker resign.And it has become an important problem how to “retain workers and make use of workers”.This paper starts from public management and sociologist,and takes role theory,social exchange theory and two-factor theory as supports to investigate the resigning will,factors,sense of identity of young workers of K Highway Administration Bureau in the form of questionnaire.It makes careful analysis to the investigating result,and concludes five factors that may cause young workers to resign: Employment and division systems are unreasonable;They are unsatisfied with working and living environment;Personal value and external expectation are over-high;Stimulative systems are imperfect;Humanistic concern and cultural recognition degree are not high.According to the analyzing result and combining with the working experience,this paper thinks it shall start from five aspects to restrain the loss of young workers: Firstly,perfecting personnel management system;Secondly,setting up reasonable promotion system;Thirdly,building reasonable income system;Fourthly,remedying psychological fall;Fifthly,improving living and working environment of the unit.
