On The Hearing System Of Major Administrative Decision-making In China

With the development of law-making process and improvement of citizens' sense of rights and democratic consciousness,more and more citizens gradually realize the importance of significant administrative decision-making.Vital administrative decision-making is a political activity for local government to enact policies about economic regulation,social management,public services and marketing regulation,which has the characteristics of basic,overall and strategic and so on.Once major administrative decisions make mistakes,it would lead to the damage of legitimate rights and interests of the public,especially for economic development.Starting from the concept of major administrative decision,this paper probes into the theoretical foundation and practical significance of the hearing system of major administrative decision-making.Currently,our country's major administrative decision-making hearing system still in the first phase,There are some deficiencies about unclear hearing scope,missing hearing response system and non-transparent hearing process.This academic paper combines the reality of our country with the deficiencies of major administrative decision-making hearing system to bring up some feasible proposals about clear hearing scope,building hearing response mechanism.
