Analysis Of Unfair Competition In Electronic Bidding For Waterworks Based On Complex Networks

Water project bidding in the process of development is faced with many problems,the unfair competition problem is particularly acute,analysis of unfair competition has been one of the important work of water project bidding.Finding out bidding collusion with the analysis of unfair competition,can prevent bidding collusion,reduce the difficulty of regulation,improve the system of bidding.Mathematical method are large-scale application in the electronic bidding analysis when the electronic bidding after rapid development.Electronic bidding provides a data basis,mathematical methods make the various aspects in the bidding analysis becomes faster,more detailed,more objective.Due to the analysis of bidding plan is too complicated,this article obtains from the behavior analysis and complex networks have a strong advantage in terms of behavior analysis,so using complex network analysis unfair competition of water project electronic bidding.Complex network has an important research aspect is that mining the community structure.Through community discovery algorithm,we can find the companies that always bid together.then find the bid rigging behaviors.This article is not to distinguish between two kinds of unfair competition.Colluding behavior in bidding and bid rigging are always exist together.This article is based on objective and real data to establish the bidding behavior of complex network model.Using k-cliques algorithm and FN algorithm analysis community structure.The two algorithms respectively from two aspects of the weighted and overlap analysis of community structure.by complementary and comparison of two kinds of algorithm can be more accurate find the companies of bid rigging.This article also choose three index in complex networks analysis of community and community nodes,build a bid rigging evaluation index model,and making all aspects of the above as the index to evaluate each company.At last,we can find a few suspected bid rigging companies through a final score,which showed that the community detection model of bid rigging and colluding based on complex network could provide some reference for the bidding supervision departments to identify the rigging colluding behavior.
