A Study Of Public Diplomacy In Shanghai's Interaction With European Friendship Cities

Since the beginning of the new century,China has made important progress in its public diplomacy with more rich and diverse contents and flexible contents.Cities,are the important subnational actors in this international relations,becoming one of the most important parts of China's public diplomacy.One of the most popular ways is to carry out exchanges and cooperation among friendship cities.However,compared with the flourishing city diplomacy practice,the domestic academia's research on Shanghai's city diplomacy mainly discusses macroscopic level,with few examples from the perspective of the friendly city analysis of the theory and practice of public diplomacy in Shanghai and European countries.Case study on the sister city practice with shanghai and Europe cities has been first conducted.it is important for shanghai changing the city function and being a competitive global cities and learn from the advanced experience from European countries and make city collaboration effective.The full text consists of seven parts,including the introduction,conclusion and article body.The first chapter begins with the relative concepts of public diplomacy and urban public diplomacy,draws the research perspective of this article,the city of international diplomacy-the international friendship city,introduces the definition,origin and development of international sister cities,and from four aspects Analysis of the impact of international cities of friendship.Chapter two mainly conducts a longitudinal historical analysis of the contacts between Shanghai and European friendly cities to discuss the main factors that affect the development of each stage and the results.The third chapter mainly analyzes the horizontal content of the friendship between Shanghai and European countries and selects Hamburg and Wolfsburg in Germany,Espoo in Finland,London city in Great Britain as four sister cities case analysis to discuss the content,characteristics and significance of the friendship between Shanghai and European countries.The fourth chapter mainly discusses the existing problems of Shanghai-European countries in the city-friendly cities exchanges and measures and countermeasures.Based on the information obtained from the research,the fourth chapter puts forward suggestions and enlightenment to other cities in Shanghai and the whole country to enhance the degree of internationalization and international radiation.The research of sister city and public diplomacy between shanghai and European countries fill the relevant theoretical connotations by exploring the way of cooperation in economic,trade,culture,tourism,and technological innovation.Besides the article also point out the existing problems and solutions when Shanghai and European countries in a sisiter city cooperation.Based on this,it analyzed how to further expand the development of Shanghai's public diplomacy under the new situation and promote the role of Shanghai's public diplomacy and international radiation through international sister cities.The analysis of the historical process and the inspiration of Shanghai-European friendship cities will further enhance the level of Shanghai's public diplomacy and its city brand.It is contributed to the realization of the national strategy and Shanghai's economic and social goals as well as increase the overall diplomacy level for cities in China.
