Social Work Involves The Study Of The Relief Path Of Expenditure-type Poor Families

With the significant increase in the level of social welfare in China,the "expenditure-type" poverty relief has become an emerging concern.The concept of "expenditure-type" poverty was first proposed by the Shanghai Municipal Civil Affairs Bureau,trying to solve the problem of social assistance for the marginal families of the lowest security.Such group income is higher than the minimum insurance line,but due to excessive rigid expenditures,the actual living standard is below the minimum insurance line,and may fall into the low-security family at any time.Due to the poverty-causing factors of “expenditure-based” poverty groups,the difficulty of defining them,the ambiguity of rescue policies and aid standards,local governments have increasingly paid attention to “disbursement-type” poverty research from the perspective of maintaining stability and improving people's livelihood.In particular,after the “Yang Galan” incident,how to effectively rescue poor households with “poor expenditure” on the brink of subsistence allowances and how to effectively intervene in professional social work has become a socially realistic problem that needs urgent response and exploration.Based on the theory of developmental social policies,related theories of welfare sociology,and social selection theory,this article summarizes the research experience of the “expenditure-based” poverty-stricken families' assistance and social work involvement in social assistance.Questionnaire survey was carried out to investigate and interview “disbursement type” poverty relief in Nanan District.Summarizes the characteristics of current "expenditure" poor families,such as "absolute poverty exists","mainly due to poverty," "high expectations for government assistance," "high hope for material assistance," and "understanding of social work." Several classification types of poverty-stricken households with expenditures,classification of rescue groups,selection of rescue standards,and the “ seven principles ” of setting rescue standards were proposed,and a rescue plan for the implementation of Nan'an District was proposed.It is believed that the future rescue policy should shift towards the direction of“ diversification of funds ”,“ diversification of the mainstay of assistance ”,“intervention of professional social work”,and establishment of “four new ideas for assistance”.It sums up the relevance of the social work involved in the "out-of-pocket" poverty-stricken families' assistance,the characteristics of "disbursement-type" poverty over "income-type poverty," and the key issues in the intervention of social work.The field of application of social work values and concepts in the future“ expenditure-based ” poverty-stricken family relief is proposed,especially the application of the principle of unconditional acceptance,non-criticism,confidentiality,and the principle of self-determination of the owner.Based on the experience in social service,a detailed analysis was made of the two paths of social work involvement in projects and posts for “fare-out ” poor household services.It is believed that the purchase of social worker services by professional social workers will be a possible future intervention path.Through the case analysis method,the whole process of intervention was presented,and the necessity,advantages,and specific generalprocesses of case work,group work intervention were summed up,and the inevitability and path of administrative intervention of community work and social work were summarized.Recognized the role of social work in mobilizing third-party forces such as social organizations and professional teams that revise social policies,rationalize social relations,and enrich the social welfare system in various aspects such as individual services,family capacity building,and community integration.It is concluded that under the guidance of the concept of development-oriented social policy and the socialism with Chinese characteristics entering the “ new era ” background,the“expenditure-based” poverty-stricken family assistance will receive further attention and development,and the social work intervention pattern will initially form.Rethinking the problems existing in the formulation of current “expenditure-type”poverty-stricken families ' rescue policies,special attention should be paid to the existence of factual “expenditure-type” poor families in the low-insurance group,problems in qualification determination,and issues related to social fairness and justice.Lastly,Imagine that future social work will help build a social assistance system with Chinese characteristics with a diverse social assistance pattern.It is believed that the ability of professional social workers to serve social assistance and the ability of professional social workers to serve social assistance and services to “help the poor”will be further strengthened.The relief of social work and “pro-poor social workers”will become more and more popular.
