China has long winding land boundaries,with lots of border cities along the border.Hegang city in Heilongjiang province is one of the Sino-Russian border cities in northeast China.Foreign affairs administration of border cities has four particularities,featuring giving priority to port economy development,transportation hub in border areas,opening door to the outside world and to a large extent affected by politics,which are decided by geographical factors.To Hegang city in Heilongjiang province,its main contents of foreign affairs administration include identity cognizance,management of returned overseas Chinese,relatives of nationals living abroad and resident aliens,border affairs administration and external exchange management,mainly performing functions on foreign affairs research and reception.Besides,foreign affairs administration of border cities also has three characteristics including both principle and flexibility in practice,full exploration of local colors and further practice of the concept of foreign affairs for the people.As the frontier of external exchange,border cities work as important windows and ties of bilateral and multilateral relations.
