Optimization Of Government Function In The Transformation And Development Of Resource-exhausted Cities Taking Hegang As An Example

In the new stage of high-quality development,resource-exhausted cities are facing the practical needs of transformation and upgrading.Different from other social subjects,the government plays a significant role in the process of urban transformation because of its authoritative power.From the government’s own structure and nature,concentrated in the optimization of government functions.Based on this,this paper focuses on the problems of government functions in the transformation of resource-exhausted cities,comprehensively uses case analysis,systematic analysis and other research methods,with the help of government intervention theory,sustainable development theory,new public service theory and other ideas,taking Hegang City as a case to analyze the current situation,problems and optimization path of government functions optimization in resource-exhausted cities.In particular,local governments,especially resource-based cities,due to the development of extensive economy for many years,the local mineral resources have been exploited,and the problems of social development accumulated for many years have also broken out,and the resource-exhausted cities need to be transformed urgently.In the process of resource-exhausted urban transformation and development,the government plays a leading and coordinating role.The transformation and development of resource-exhausted cities has the characteristics of extensive system,complex and arduous.Take this as an opportunity,through the local government function localization,the optimization,the adjustment,realizes to the entire country public power standard,further optimizes our country administration management system.Starting with the concept of resource-exhausted city and government function,this paper probes into the problems existing in the concrete operation process of resource-exhausted city Hegang government function in urban transformation and development,and puts forward some suggestions for optimization.This paper is divided into five parts,the first part is the introduction,mainly introduces the research ideas,research methods and domestic and foreign scholars on the status of government functions.The second part introduces the related concepts of resource-based city,resource-exhausted city and government function,and uses relevant theories as the theoretical basis of this paper.The third part introduces the present situation of the transformation and development of Hegang City and the problems and reasons of the government function in the process of transformation and development.The fourth part draws lessons from the experience of German Ruhr district and Henan Jiaozuo development transformation,and obtains how the government should carry on the function optimization.The fifth part is based on the theory,combined with the local specific situation,put forward the government function optimization proposal,mainly from the political,economic,social and ecological four functions,to seek a development road that can not only promote the healthy development of the economy but also ensure the smooth operation of politics.
