Now the National College Entrance Examinationand higher education admission system in China pay more attention to thequality ofstudents, and less attention to the examination scores. With the appear of classification examination, comprehensive quality evaluation and multiple admission, the higher education admission systemgradually meets the economical and social requirements. The National College Entrance Examination is an important selection methods for the university, and mathematics subject is a vital part of the examination for decades, taking a high proportion of the total. PISA provides a reference model for college entrance examination reform. This paper will studythe following three aspects:Firstly, this research uses PISA mathematics assessment to investigate the mathematics performance of freshmen in high school of Jinan. The result shows that the grede 1 high school students in Jinan perform well in this assessment; in the PISA three mathematical processes, the students have the best performance in interpreting process, followed by the applying and forming process; in the PISA four mathematical content categories, the students performbest in uncertainty and data,followed by the quantity,change and relationships, space and shape; in the PISA proficiency scale for mathematics, 3.08% of the students at or belowlevel 1, 13.54% at level 2, 12.31% at level 3,8.92% at level 4, 41.23% at level 5 and 20.92% at level 6.Secondly, based on the investigations, this paper try to explore the which factors are the main influnce during the development of mathematical literacy. Through the multiple linear regression analysis, I obtain the equation like this: mathematical literacy =0.210*teacher teaching +0.346 * intrinsic learning motivation-0.156 * external learning motivation +0.317 * problem-solving strategies +0.531 * classroom learning +0.444 * after-school review + 26. Through the survey I finds that the factors which may influence the mathematical literacy, exclude gender, parental degree, classroom environment, extracurricular mathematics resources and individual learning guidance.From the mathematical literacy linear regression model, we can find that the realistic factors accounted for the proportion is significantly greater than the possible factors.Thirdly, according to the research results, this paper puts forward the effective strategies to cultivate students' mathematical literacy. Based on the main factors influencing the formation of students' mathematical literacy, the cultivation strategies and teaching methods with practical value are discussed in this paper: teachers constantly improve the professional skills by mathematical insturction theory learning and reflection on teaching practice; making efficient class to promote students to learn effectively; stimulating and cultivating students' interest in the process of learning mathematics; increasing the training of making problem-solving strategies and improving the ability of solving problems; using network platform to provide online mathmatics course for students.
