School system culture is the link between school material culture and spiritual culture. Considering the huge investment in school material culture construction and inefficiency in spiritual culture construction, many schools have chosen school system culture construction as the breakthrough point. As the core and soul of primary and secondary schools, headmasters play a very important role in the school system culture construction, the success or failure of which and the quality of which has a direct relationship with the headmasters’ role orientation. There are many problems in the current construction of school system culture: The deviation of the understanding of the connotation and unilateralism of the understanding of value orientation, lack of democracy requirements of the construction, the lack of interaction mechanism, single standard of evaluation of the effectiveness, etc. The existence of those problems is mainly related to improper headmaster’s role. Headmasters should become the designers, guiders, practitioners, managers, and servers in the construction of system culture.But in real life, due to historical reasons, the headmaster’s role in China tend to be very administrative, a lot of headmasters often orientating themselves as the administrative personnel education, the national "cadres". This role orientation often makes them too arbitrary in school system culture construction, often putting themselves to such roles as dictators in the design of school system culture, supervisors of construction of school system culture, judges on the effectiveness of the school system culture construction, and the exclusive of achievements of school system culture construction, etc. This approach makes teachers’ and students’ enthusiasm baffled and their initiative not inspired in the school system culture construction. They either stay out, or negatively cope. The school system culture construction has become the headmaster’s monologue; its effect is reduced greatly.Through literature analysis and telephone interviews, the author finds that improper role orientation in the construction of school system culture is related to the identification of the headmaster’s administrative duties, lack of effective headmaster supervision mechanism and perfect headmaster evaluation mechanism in many primary and secondary schools, and the headmaster’s understanding deviation on school system culture construction. Finally, to solve the problems that exist, the thesis puts forward such suggestions as to accelerate the conversion of the principal professionalization, build the headmaster supervisory mechanism, to understand the school system culture scientifically, and perfect the headmaster evaluation system.This paper mainly has four parts.The study mainly consists of four parts.The first part is introduction. It mainly includes the question proposed, the research significance, literature review, and research methods.The second part is the analysis of the construction of school system culture and the role orientation of headmasters. It mainly has carried on the related concept definition, the function of school system culture construction, and the current problems existing in the construction of school system culture. Based on that, the relationship between the headmasters’ role and the school system culture construction is analyzed. Headmasters should become the designers, guiders, practitioners, managers, and servers of school system culture construction,The third part talks about the performance of inappropriate role orientation of headmasters in the school system culture construction and analyzes the reasons. On the basis of case study, this part mainly analyzes the inappropriate role that the schoolmasters play in the school system culture construction, and tries to reveal the reasons.The fourth part provides suggestions to the inappropriate role orientation of headmasters. To solve the problem of the inappropriate role orientation, the thesis puts forward such suggestions as to accelerate the conversion of the principal professionalization, build the headmaster supervisory mechanism, to understand the school system culture scientifically, and perfect the headmaster evaluation system.
