During the process of development in the field of arts and crafts, ceramic art, as an art with Chinese characteristics and folk customs in our country, under the influence of Chinese and western art and culture communication, gradually entered into the world stage of arts and crafts. In the process of ceramic art development, the inheritance and development of ceramic art should be rooted in the folk and ensure the charm of ceramic art by a systematic way in the theory and practice teaching. Primary is a period to get students get enlightened by art and ceramics. So it is a clear way for primary art class to let the students know the characteristics, function and different forms of traditional ceramics by teaching practice from the perspective of the school-based curriculum.The first part illustrates reason and the significance of the topic. Based on the current teaching environment and the needs of the new curriculum reform, it is of great very significance for the students' art ability and teachers' professional development to introduce the ceramic classes into the elementary school arts classes. Through the literature reading and research, the author found that there are many unsatisfactory points for the current domestic ceramic art teaching in terms of curriculum, class hour arrangement, teaching conditions, application of teaching methods, etc. To develop a school-based curriculum by both the teachers and students is a starting point to explore the targeted and effective teaching methods. It not only effectively improves the quality of ceramic art curriculum in the elementary school but also protects and develops the ceramics art and Chinese traditional folk art.The second part of the paper analyzes the development and functions of school-based curriculum. It can promote the elementary student's physical and mental development, teachers' specialization and Zibo ceramic heritage and development. It demonstrate the feasibility of ceramics and pottery curriculum in the Pannn Elementary School of Zibo City from the perspective of regional material and cultural resources, ceramics and pottery materials, teaching structure and students' recognition. In the process of development, under the pleasure, innovative, subjectivity, local and personal principal, the curriculum tries the best to explore the potential of the students by a variety of strategies.The third part of the paper illustrates the teaching implementation of school-based curriculum. Taking the grade three students for example, this part analyzes the teaching goals and the difficult point, the teaching process and the teaching evaluation through four classes, namely "Ceramic art appreciation", "Creative mask", "container", "home" respectively.The fourth part of the paper summaries and reflects the the problems in the development of school-based curriculum, analyzes the existing shortcomings in the teaching process, such as the limited time and activity, the quality of the teachers. It is a good way to make the classroom activities more effective.Overall, the research is based on and in line with the requirements of new curriculum standard. The four designed classes take the regional advantages and fully highlight the local characteristic of art education. It provides teaching experience help for Zibo's local arts education from the perspective of theory and practice.
