With the rapid development of information technology and the rapid progress of intelligent technology, the mobile phone has increasingly expanded its functions and effects with great favor by the majority of young people. At present, it is increasingly common for secondary students in China to possess and use mobile phones, which has aroused extensive discussions and researches from education workers. In recent years,due to the growing research achievements of relevant theories and practices for mobile learning, ubiquitous learning and micro learning and others related to cell phones, the phenomenon has been recognized by more and more teachers. However, it lacks systematic studies for relevant management issues on what management measures schools and teachers can take to effectively guide secondary students to correctly and consciously use the mobile phone for learning so as to help students grow up.This paper adopts literature method, interview method and investigation method,selecting secondary school teachers and students in the Gaoyao District of Zhaoqing City, Guangdong Province as the study object to respectively investigate and study the mobile phone learning situation, the status of organization and management for middle school teachers in mobile learning activities from the perspectives of students and teachers so as to fully exploit the existing problems and try to discuss and analyze the possible reasons and countermeasures for various problems.Data statistics and analysis show that the mobile phone usage of secondary students has reached 96.9%, among which 90% accept mobile learning with certain mobile learning experiences, but most of them worry that they will stay in the process of mobile learning and expect to be guided by their teachers. However, a majority of secondary school teachers are negative towards mobile phone learning, most of whom are concerned about self-control for students with phone learning, and then prohibit or restrict it in management. Although both teachers and students have been technically equipped with the requirements for mobile phone learning, the ideas of existing mobile phone management system is too conservative to adapt to the development of mobile learning for secondary students. Therefore, schools are suggested to take the following measures to optimize the mobile learning environment and promote the learning and development of secondary students' mobile learning: strengthen relevant theoretical training for teachers; strengthen the education of students' media literacy;strengthen family-school exchanges and cooperation; establish a joint management mechanism; optimize the management of learning resources; improve corresponding infrastructure construction; perfect the management system of mobile phone, and so on.
