In the past, swimming in the life of the profession is a professional association issued a certificate of qualification, the lack of unified management. The State Sports General Administration in June 2004 established the occupation skill identification center, implementation of the national vocational qualification certificate system in the sports industry, in the nationwide to carry out sports industry-specific professional vocational skills to identify work. In 2008, swimming lifeguard "national occupational standards" approved and promulgated formally swimming lifeguard included in the sports industry of a particular occupation. After the beginning of May 2009 to carry out the national vocational qualification certification and training. After years of development, has greatly improved the lifesaving work at home, swimming pool drowning rate decreased.In this paper, the literature data method, questionnaire survey method, field survey method, expert interview method, mathematical statistics method, logic analysis method, to Wuhou District, Chengdu City certified lifeguards implementation present situation as the research object. The city of Chengdu, Wuhou District 10 swimming venues, the Wuhou District cultural and Sports Tourism Bureau, swimming venue management personnel visit, discussion and questionnaire survey, the study concluded: Wuhou District swimming lifeguards are certified with swimming qualification; the Wuhou District lifeguard should wear a certificate before induction, avoid undocumented and rent the lifeguard certificate; professional training institutions, training a large number of swimming lifeguards for Chengdu city and Sichuan province; the implementation of the Wuhou District lifeguard certificate system to reduce the drowning accidents in swimming venues; outdoor swimming pool lifeguard greater mobility, with seasonal characteristics.According to Wuhou District, Chengdu City certified lifeguards implementation status of the results of the research, put forward the following suggestions:(1) suggest swimming venue management should swimming lifeguard before induction of life-saving skills hands-on training; II suggest swimming lifeguard certificate annual should increase the practical part of the audit; 3 suggest swimming venues every open time does not exceed two hours, avoid the lifeguard working for a long time.
