High school physics curriculum aims to further improve the scientific literacy of all students, based on the problem of teaching is the most direct way to cultivate students' scientific literacy, and is an effective way to achieve a harmonious unity between teachers'leading role and students' main role. Teaching design is essentially a problem. The process of teaching design is the process of transforming the physical content into a physical problem, which has been widely recognized in the teaching practice. However, in the practice of physics teaching based on the problem, we find that there are many problems in teaching. How to set up an effective problem situation, develop students' problem awareness and ability to analyze and solve problems is very important in teaching.On the basis of literature research, this paper makes a research on the establishment of effective problem situation of physics in senior high school through observation, interview and case study. The first chapter is the introduction, which mainly introduces the background and significance of this research, and summarizes the related research status and trends, and analyzes the limitations of the research, and the research content of this paper. The second chapter describes the concept, significance and function of the problem situation, and thus it is of great significance for the high school physics teaching. In the third chapter, based on the research of cognitive development and Slavin's effective teaching AQIT model, the chapter puts forward the influencing factors and Strategies of the establishment of the problem situation. The fourth chapter uses the case study method, through the analysis of four typical teaching cases to test the scientific nature of the problem situation. In the fifth chapter, the author uses the quasi experimental research method and the interview method, the practice test question situation creation to improve the students' academic performance and the problem consciousness.Through the research, we can draw the following conclusions:teachers should highlight the characteristics of physics, play an important role in physics teaching. Teachers should pay attention to students' life, pay attention to the accumulation of related curriculum resources, and create the life of the problem situation. Create interest problem situation, improve the enthusiasm of learning, create life problem situation, experience physics origin from life, create the exploration of the problem situation, let students learn to explore, create challenge question situation, change "passive acceptance" as "active exploration". The problem situation design of the high school physics teaching, the classroom is effective, it is a charm, to improve the scientific literacy of students have a certain role.
