Nanjing is the center of eastern regional economic development cities in China. Its jurisdiction area, Gu Lou, is in the high level state in uneven distribution of economic resources and cultural resources. Since 2010, the preschool education development of Gu Lou district is faced with a series of challenges in the policy background with more and more attention to preschool education. Different groups of city continuously expanded its demand of content and scope of preschool education in the condition of limited supply, government and agencies are deluged with a new round of pressure about the enrollment of children in the kindergarten. Under the guidance of the government policy of "quality development" in target, long-term preschool education resource allocation curing the idea about people's education, different groups in the city of demand also has the corresponding change, and produce a huge difference. So it is greatly significant to study the process and results of different groups'demand of enrollment in the kindergarten, as well as the differences in demand reflecting Obstacles to preschool in fairness and social fairness. In addition, the research can be aligned to other similar economic development city in our country to deal with the unfair problem of preschool education.The study conducts ethnographic research, including literature analysis, semi-structured interviews and participatory observation methods, to give the insight to the demand of enrollment in kindergarten of different groups of preschool in Gu Lou District. The main research methods used in this paper, semi-structured interviews, is to study and analyze the background and process of the demand in preschool education of three groups, is to explore the different groups of children in different demand as well as the causes of differences, and try to create a dynamic picture of preschool education in demand. Based on the perspective of sociology research,we can find that these three groups of children'demand of preschool education mainly concentrates on the conservation of mass, the teaching level, children' development and the quality. There are big difference in the dependence and emphasis on the demand of three types of groups. From the analysis of interviews in the survey data, the advantages and disadvantages of social resources status and different styles of family education concept is main reasons to produce the different demanding levels, in the advantage of this resource, it further sparks the preschool education stratification and even social stratification, violating the social fairness and justice based on the education function of social mobility.Based on the interview surveys of kinds of group families in Gu Lu District, Nanjing, they imply that most families with high social status, high income and the high degree of culture, possessing the advantages of social resources, so they get the "soft touch" in demand in kindergarten. On the contrary, the disadvantaged migrant workers, without the possession of social resources ability, can't even meet the basic requirements in kindergarten. These three groups of family education concept roughly presents three types:practical, intellectual and blind. In dealing with differences in demand reflects unfair issues in kindergarten, in this paper the reason for the difference between the demand and the influence to the four main ways to call for preschool education fairness, admission into the nearest school, expanding the scope of the radiation quality resources, guidance of the parents'education concept, and supporting the development of private garden for the preschool education development to build a stable external system environment and the rational internal coordination mechanism, to promote the preschool education fairness and social justice.
