Analysis Of The Impact Of Population Mobility On Welfare In Ethnic Areas

This paper uses the data from the fifth and sixth population census to analysis the current situation and reasons of population flow in ethnic areas by the way of whole, provinces and citys, finding that migration's point to the adjacent spaces and economic developed areas are very obvious, economic factors, in particular, working and business are the most important reasons. Population flow could change income, education, as well as producing influence in both psychology and physiology of flowing people, staying olds and children. The differences of welfare effects in ethnic areas are showed by social and space welfare, the latter involves housing supply and environment quality, the rent and house prices are increased year by year, which will compress the space welfare of cities in a certain extent, using GIS statistical software to analysis the air quality of ethnic areas' eight province capitals in 2015, finding Kunming's air quality is the best, Nanning and Guiyang take the second place, and Urumqi is the worst, so the latter's crowding-out of space welfare is the most obvious. Using Eviews to do the empirical analysis and coming to the conclusion: the influence of population inflow is given priority to positive effects, but the influence of population outflow couldn't be determined. Empirical model can directly show the influence degree produced by population flow, which is just given some extent data support for laying out the policies and measures of speeding up economic development and improving people's welfare. This paper does case study of the flowing people of Rongjiang County, Qiandongnan Prefecture, Guizhou Province. This paper argues that the influence to staying olds and children is waning when family members going out, but negative welfare effects are still exist. So when promoting population flow to ethnic areas to improve the welfare standard, improving the welfare level of flowing people, staying olds and children is the same important, enacting policies and measures in terms of speeding up economic development of ethnic areas, promoting the construction process of railway and road, improving the working and living environment and strengthening the sympathy and care to staying olds and children, in order to create a win-win situation.
