In today’s society, the theme of education is to develop and improve the quality of students, so that students can fully develop in education, and then help them achieve their goals. In the whole basic education stage, the rural primary school as basic components of education, what has a very big impact on the overall development of China’s education. With the change of our education concepts and Education Ambitions renewal, English as an international language what in our primary and middle school students’daily study and entrance examination plays an important role, and it has caused more and more educators and parents to attach great importance.However, because of the shortage of education resources, poor educational conditions, allocation of teachers, lack of family education and English learning atmosphere is thin and other factors in rural primary school, which makes English learning difficulties students in the stage of compulsory education class teaching gradually highlighted. The existence of English learning students in rural primary schools has a serious impact on the smooth progress of English teachers’ education and teaching. Students with English learning difficulties refers to the English subject, who has a certain degree of difficult in the learning process. They have no barrier to physical and mental development, but in English learning, which including listening, speaking, reading, writing is slightly less, and in the aspect of English language ability of students is poor, their English learning style, methods, habits and other aspects are deviated from the normal track, so that the English score cannot reach English teaching syllabus, then they temporarily at a status of English learning difficulties. This part of students not only has a negative impact on the improvement of the quality of English teaching, but also brought tremendous pressure to the community and the family; they also have a negative impact on their psychology. Therefore, how to change the students with English learning difficulties and improve their academic performance has become the urgent problem what the rural primary school education has to solve. The solution of this problem has an important role in both to the rural primary school students’ personal development and the improvement of the quality of school teaching.The author has combed the problem of students with English learning difficulties in rural primary school what is research by the domestic and foreign scholars, under the guidance of the theory of humanism, Benjamin Bloom’s mastery of learning theory and the theory of the second language acquisition, the author has used the Questionnaire and interview to research the problem of English learning difficulties students in Tumd Left Banner, Inner Mongolia Zaisheng primary school. Through the study of this primary school, the author find that the incidence of primary school English learning difficulties is eight percent to ten percent which is a huge number. So the author on the basis of investigation summed up the current situation of English learning difficulties and problems in English learning. The author has studied the causes of the problem, find that we can research this problem from the school’s training methods, the teacher’s teaching methods, the family environment and the students’ learning motivation and learning habits, etc. to thinking about the current situation of rural primary school English learning difficulties. Then we put forward the countermeasures and suggestions to overcoming and solving the rural primary school students’ English learning difficulties. The author considers that we can change of school education and management system and create a harmonious atmosphere for learning English; improve the quality of teachers, enhance the level of teaching English teachers; parents to cooperate teachers and students themselves to learn hard. Only with the cooperation, we can effectively change the education dilemma facing by rural primary school students with English learning difficulties, and contribute to the development of rural primary school English learning difficulties.
