Objective:In view of the weak, sick, disabled, not normally participate in physical education of college students, many colleges and universities set physical health classes, in order to specifically for the college students physical education curriculum to promote the healthy development. However, in the specific implementation process, many ordinary colleges and universities still have all kinds of difficulties. Therefore, the implementation of this paper in some universities and colleges in Shaanxi Province sports health care PE class, were studied. To my province colleges and universities of suffering and handicapped students accept good physical education and to provide a theoretical basis.Methods:Here in the current situation of the public physical healthcare classes of ordinary universities and colleges of Shaanxi province was studies and analyzed by various methods, i.e. literature searching, questionnaires, logical analysis, experts interview to find the problems of these classes and thereafter analyze the factors that contribute to these problem and find the counter measures.Results:1.The situation concerning whether most of, if not every, these univernsities or colleges have offered students public physical healthcare classes or not is not quite satisfactory. A total of 23 schools were surveyed with 15 of them offered such classes and the rest eight have not.2.1n this survey, students attending these classes were categorized into four groups: weak, sick, injured and disabled, the proportion is respectively 6%?41%?35%?18%. The sick ones accounted for the most while the disabled the least.3.All the schools offering physical healthcare lessons have set clear and detailed procedures for the weak, sick and disabled students to apply for these classes and have firmly abided by these procedures.4.Teachers of these physical healthcare classes are able to take "fitness comes first" as guideline and give instructions based on the physical conditions of the students and choose the teaching method accordingly.But he contents of these lessons are monotonous and focus more on practice than theory,students of these classes hunger desperately for related knowledge of healthcare such as fit-keeping basics, healthcare knowledge and physical hygiene.5.There are not any textbooks for physical healthcare lessons and it's abnormal that these lessons are always arranged in the spare time during the weekdays.6. The practice of teacher generally are tai chi, fitness qigong and Pingpong. The interests of students are too varied for the students to satisfy,so what teachers teach is different from what students like.7. Although the majority teachers of physical healthcare classes cares a lot about the study and health of students, while quite few students think that teachers should care for them more.8.Students of these physical healthcare classes who exercise often commonly practice together with their friends,they need to improve their enthusiasm and initiative,partly students hardly do any exercise,also, they should exercise longer and more frequent.9.Most of teachers chosen for the physical healthcare classes are teachers with high titles and abundant experience, most of whom are PE education, sports training majors and students of other major with few students of professional physical healthcare degree. These teachers practically are not specifically trained but anticipate for such trainings.10.The assessment criteria of the PE class scores for these weak, sick and disabled students are not complete and unreasonable.11.sports fields and facilities can meet ordinary students' needs but almost meet the demands of physical healthcare classes and after school exercises. However, equipment that specifically designed for weak, sick and disabled students to recover and keep fit still needs augments.12.students and teachers all grant much emphasis on physical healthcare lessons and think that their effects are obvious to see and that students have improved themselves both physically and mentally with the mental side more obvious. Some of these students now have returned to the original classes.Conclusions:Based on the problems found from the survey of the current situation of physical healthcare classes of ordinary universities and colleges of Shaanxi province, counter measures are proposed from the perspective of the nation, schools, healthcare teachers and students attending such classes. The government should perfect relevant laws and rules and set out to compile textbooks for such lessons. Schools should pay much attention to the pre-work and in-work training of students, purchase more equipment, arrange the class time of these classes properly and improve the assessment system gradually. Students should learn more knowledge about fit-keeping and recovery and be bold to try the one-teacher-one-class mode and communicate more with students. The awareness of the importance of spare time exercise of students needs strengthening and the students should learn more about related laws and rules. These measures altogether should solve problems of physical healthcare classes of universities and colleges of Shaanxi province and help to better implementation the appeal of fair education.
