In recent times, the internationalization has become the important characteristic of the world development. Many countries take the internationalization as the strategy and mentality of the national development. The internationalization of higher education is an important part and content of the internationalization of a country, and also one of the targets of higher education development. International exchange of education is the main way and approach for the internationalization of higher education, and also an important indicator to measure the level of higher education development. It fundamentally promotes the connection and communication between countries and scholars, exchange and cooperation between universities, interaction and learning between students, the flow and sharing of international educational resources, etc.In the internationalization of higher education, students' international educational exchange is the most outstanding aspect. Due to the different development level of each country and higher education, their international exchanges also presents different situations. As a developing country, international exchange can not only promotes the development of the national higher education, but also can promotes the internationalization of the country, which can help more countries to understand yourself and expand their international educational influence. So, studying on international exchange of higher education in different countries has the important theoretical meaning and practical value.Through literature method, case study method, comparative analysis method and so on, this research is guided by cosmopolitanism to make a comparative study on the conditions of international educational exchanges of colleges and universities in China and America, which can accelerates the development of higher education internationalization for our country, enhances the internationalization level of colleges and universities and promotes the establishment of a world-class university.This research mainly includes the following aspects:The introduction part of this dissertation introduces the research background and significance. On the basis of related literature at home and abroad, this research analyzes the existing research, clears the mentality and methods of the research and defines the basic concept. This research especially interprets the concept of cosmopolitanism and uses its three principles as the guidance to analyze international educational exchange activities conducted by colleges and universities taking students as the main part.The first chapter is to discuss the theory of the research and establish the cosmopolitanism as the angle and analysis gist of the research. This chapter explains the importance of international education exchange in the concept of cosmopolitanism and points that international educational exchange not only promotes the internationalization of countries and universities, but helps to achieve better communication between different cultures and different countries, mutual respect and understanding in order to realize common development and peaceful amity.The second chapter mainly states two case study universities of China and America adopt their development strategies and series of strategies in order to promote students to participate international educational exchanges. They have attached great importance to student' international educational exchanges and establish the important position of students' international educational exchanges by making the internationalization strategy. And though setting up specialized agencies and personnel, enacting related policies guarantee, establishing guarantee mechanism and carrying out various international exchange programs and so on to conduct students' international exchange activities.The third chapter mainly analyzes students' international educational exchanges carried out in collaboration with School of Education of two universities of China and America in the concept of cosmopolitanism. In 2012, W university of M school of America pushed out the International Academic Program of comparative education study. The program is in charge of School of Education of W university of M school to conduct and assisted by S university as cooperate partner to practice. Two School of Education of China and America collaborate to carry out the international educational exchange taking students as main body, which insists the three principles of cosmopolitanism and shows people actual situation of students'international educational exchanges among universities in different counties. And this part guides people deeply understand the importance of international educational exchange to treat each other equally, tolerate differences of each other, take common points as the starting point of dialogue and communication, see the world as a whole and finally achieve the mutual understanding and respect.The fourth chapter analyses the different conditions of students' international exchange activities conducted by colleges and universities of China and America based on case study, and points out that international educational exchanges help countries and colleges and universities to mutual understanding. While this chapter points there are some problems to be noticed and reflects some thoughts on better carrying out the later international educational exchanges by colleges and universities and among them.
