Research On The Financial Budget Structure Of Education In Heilongjiang Province

In recent years,the overall financial expenditure on education in Heilongjiang has been greatly improved,but because of the vast territory of Heilongjiang Province,the different development conditions of different regions as well as differences in the characteristics of various types of schools at all levels,the distribution of the financialeducation resources in different regions and the using structure of them are quite different.Education is a public utility,which has a large public demand and requires long effective cycle.What’s more,its income also could not be accurately calculated.Therefore,the enhancing of the financial structure of education in Heilongjiang is the key to improving the overall education level of the entire Province and only by applying with a reasonable educational financial structure can the education resources be better distributed and used.In this paper,the combination of historical analysis and data statistics is used to analyze the distribution structure,the use structure as well as regional structure of educational funds in Heilongjiang in recent years.Besides,the analysis is also carried out by comparing them with some provinces of the similar level.Through analysis,it is concluded that the allocation structure of educational funds in Heilongjiang needs to be adjusted,the proportion of public funds in the use structure is too low,and the structure of educational funds between regions is different.It is helpful to promote the balanced and steady development of education in Heilongjiang.Based on the actual situation of Heilongjiang,this paper puts forward some concrete suggestions from the angle of optimizing the structure of educational finance,improving the management system of education finance and enhancing the using efficiency of education finance.
