Research On The Effect Of Financial Education Expenditure On Human Capital

The main contradiction in our country’s society in the new era has evolved into a contradiction between the people’s ever-growing need for a better life with unbalanced and inadequate development.The development of human capital also suffers from unbalanced and inadequate problems.The imbalance means that the level of human capital development among the regions is not balanced.The overall situation is that the eastern region is high,the central and western regions are low;the urban areas are high and the rural areas are low.Insufficient means that there is still a gap between China’s total human capital and the countries with strong human capital.With the progress of society,a country’s economic growth has increasingly depended on human capital.Human capital has even surpassed material capital and has become the dominant factor of economic growth.Practical experience shows that the efficient economic development of various countries are often accompanied by the accumulation of human capital in advance.Especially in the era of knowledge economy,human capital has become a power source for economic and social development.According to the theory of human capital,education is the main way for the formation of human capital.Education expenditure is the guarantee and concrete means to achieve the accumulation of human capital.In order to cultivate talents that are suitable for economic andsocial development and ensure social fairness,government-led education expenditure is an international practice.Therefore,the accumulation of human capital mainly depends on the financial education funds,the total amount and structure of fiscal education expenditure affect the stock and composition of human capital.At this stage,there is a certain gap between China’s total expenditure on financial education and the country with strong human capital.The structure of fiscal education expenditure is irrational.The proportion of funds allocated among educational levels,regions,urban and rural areas is not conducive to the balanced accumulation of human capital.Therefore,it is necessary to study the relationship between fiscal education expenditure and human capital accumulation.In order to optimize fiscal education expenditure,increase the level of human capital,promote sustainable economic and social development.The paper first elaborates the relationship between financial education expenditure and human capital according to related concepts and theories;Secondly,it analyzes the current total amount and distribution of human capital in our country.Combining the current situation of human capital,analyzes the financial education expenditure from the total,vertical and horizontal aspects;Furthermore,it empirically analyzes the impact of the total amount and structure of financial education expenditure on the stock and distribution of human capital,drawing problems of financialeducation expenditures about the accumulation of human capital;Finally,from the perspective of improving the human capital stock and improving the human capital structure,the paper proposes countermeasures and suggestions for optimizing financial education expenditure.
