Research On The Governance Of Compulsory Education For Migrant Children With The Movement Of “one Master, Three Assistants”

Since China’s reform and opening up,especially after entering the 21st century,the rapid development of industrialization and urbanization has led to the massive flow of population.It is estimated that by 2050,urban floating population in China will reach 350 million,accounting for nearly a quarter of the existing population.Floating population,as the main force of social and economic development in our country,has made great contributions to urban development,but they have not paid correspondingly in terms of medical care,health,social security and children’s education.These problems have drawn attention of the governments at all levels.The causes of migrant children’s education problems are complicated,both affected by the social system and subject to economic factors.In order to solve the problem of migrant children ’s education,our government at all levels has introduced a series of policy measures.It is not only an important way to accumulate human capital,but also an important aspect of social service and management.Trailing of the floating population children education problem shall be solved on the basis of fair and reasonable.This paper analyzes the existing problems and their causes,and points out that although the government and the relevant departments have formulated a series of policies to solve the urgent needs of the migrant population,the floating population is dependent on the compulsory education of children It is not a matter of what kind of government which departments want to solve can be resolved in a timely manner,this is a systematic project,the need for the community to work together into a strong social support network.Shanghai Minhang District as a comprehensive reform of the Shanghai Education Experimental Zone,in this area has accumulated a wealth of experience.The author investigates that the area has made a preliminary exploration from the four aspects of government policy,floating population family,school and community,and has made good progress in how to do a good job with the migrant children in the new situation.On this basis,this paper puts forward through the establishment of government policy leading,combination of the family-school-community "one main three auxiliary" drive mode to solve trailing their children’s compulsory education problem of the floating population.
