Chongqing as the strategic fulcrum of " The Belt and Road",the starting point of "Yu Xinou",the new third strategic interconnectivity demonstration projects placed in and seven free trade one of the experimental area,has advantaged platform and development advantages under the new pattern of open,the desire for high-level talents are unprecedented.On the one hand,the new pattern of open forced itself to further expand opening up and development,and inspiring the new demand for supporting local development of high-level personnel.On the other hand,as with the cooperation of countries along the routes gradually thorough,the exchanges and cooperation with international talent more frequently,it also provides a good platform and opportunity for talents and intelligence introduction.However,there is a gap between the ideal and the reality,since combing the high-level personnel policies and In-depth research based on the Chongqing's Direct Jurisdiction of the Central Government,although the Chongqing overseas high-level talents policy system has been initially formed,the effort has been further intensified,the number increased year by year,the results are preliminary,but also have many problem in the formulation and execution of the policy.Based on human capital,the high-level talents and knowledge overflow and other related theory,through the practice conclusion of the United States,Japan and Singapore in high-level talent introduction: The first is the top-level designpay attention to hierarchy,coordination,targeted;The second is the effective cooperation between government,intermediary organizations and employers;The third is the way to attract diversify.At the same time,this paper chooses Shanghai,Wuhan,Hangzhou,respectively as three patterns of representation of "market-oriented","the government's leading" and "social market-oriented",from some bonus policy,developmental policy,affordable policy three dimension analyses the three cities of specific policies,get three enlightenments: Bonus policy is the foundation,"material with honor" highlight double motivation;developmental policy is the core,pay attention to direction,platform construction,achievements,is the premise of affordable policy,increasingly shows the tendency of comprehensive,detailed and humanized.On the basis of theoretical research and practice,the paper showed that the introduction of talent is absolutely not "investment",should not compete to comparing,should be formed a reasonable policy framework according to the actual region.As for this,around ten strategic emerging industries and modern service industry in Chongqing planning and under the new opening pattern of talent introduction and development needs,put forward suggestions: The first is the coordination of overseas talents and local talents,the government,market and society,the introduction of three dialectical relationship with the service,to make attractive overseas top-level design;The second is based on the cost-benefit principle,put the market as a barometer,turn from pay attention to the special identity "overseas" capitalism to ability and the performance of market socialism transformation,innovate awarding,developmental and affordable three kinds of policy,build reasonable high-level overseas talents policy support system,the release of " attracting talents" energy,relief "using talents" power and ensure " retaining talents " concentration.
