On the conference of overseas high-level talents introduction which was hold by the Central Coordination Group in December,2008,it emphasizes on the reference to "attract overseas high-level talents and intelligence actively", as well as in Premier Wen's report of the work of the government. Subsequently, the CPC Central Committee transmitted "Central Talent Work Coordination Group on the Implementation of the introduction of high-level overseas talents Plan opinion" and urged all localities and departments to carry out the overseas high-level talents introduction work meticulously. It can be seen that the introduction work of overseas high-level talents has become an important part in China's opening up strategy. Baotou is one of the large and medium cities in central and western ethnic minority regions in China, fast economic development and the rational industrial structure, makes the voice from all nationalities of the people's desire to develop become high, but the issues that talents have constrained economic development highlights out, particularly in the fields of the reserves, introduction and the use of overseas high-level talents, this work is relatively backward. While in the coastal developed cities, the work in the building of overseas high-level talents already has a considerable scale. If we do not change the current situation, there will be a great gap widening between Baotou and China's developed areas'economic development level.This thesis analysis Baotou's key areas overseas high-level talents introduction status quo as an entry point, focus on the main methods and the results we have achieved from overseas high-level talents introduction work, and gives a brief introduction of overseas high-level talents introduction work. It sets the United States, Japan, France and other developed countries, Beijing and other developed regions in China of overseas high-level personnel introduction as an example, of public policy for the comparison. To find out the problems exist in Baotou's key areas talent introduction work of overseas high-level personnel. While using public management platform to analyze the reasons which caused current Baotou's Talent Introduction of overseas high-level personnel problems. Finally, it connects closely with region's reality and historical backgrounds, and using public policy theory to put forward the countermeasures and suggestions which can solve the problems. By analyzing problems and proposing solutions to achieve "human resources support to achieve economic take-off in Baotou, for the sound and fast economic and social development of quality human resources support and intellectual assurance in Baotou." At the same time, this thesis provides a case for reference in overseas high-level talents introduction work for China's central and western ethnic minority regions.The thesis is divided into four parts. The first part draws on the basic theory of overseas high-level talents introduction work, including the experience of the developed countries and China's developed cities in key areas of overseas high-level talents introduction. The second part introduces Baotou's talents introduction of overseas high-level personnel in general, including the main methods and the results we have achieved from overseas high-level talents introduction work. The third part elaborates on the current major problems and reasons that existed in Baotou overseas high-level talents introduction. In the fourth part of the thesis, on the basis of analysis and comparison, it proposes the countermeasures which can be taken in Baotou's overseas high-level talents introduction work. |
