Talented person is the most important resource of Advance in technology and Socio-economic development. We have Hundreds of thousands of Overseas students at present, and they are rich in human resources. In the process of Jinan construction FOAK type city, the shortage of talented person, especially high-level talented person, is a very grave current situation.On the basis of reading a large number of documents, With the actual work of the Overseas Chinese Affairs, especially with the investigation and research of Entrepreneurship policy in Jinan High-tech Zone and the Overseas Students Pioneer Park, the author use public management theory, Maslow's Theory of human motivation and human resources theory, define the concept of high-level overseas talent resources. Through the deep analysis of the older generation Overseas Students and the contemporary overseas students, the author find that the former inclined more to selfless devotion, and the latter tend more to the win-win of self-development and serve their motherland. The latter also have other features. The ways they study abroad diversify. In overseas, they are engaged in diversified careers, their motivations going abroad are more practical, they are more international, more professionals, new Chinese Entrepreneurs beginning to take shape, actively participate in politics, going home after getting success in their career and their ventures in China variety.The thesis analysis some effective practices in some areas, such as Taiwan, which got great developed in the end of last century in the process from labor-intensive to knowledge-intensive; and what the central government of our country do; some local government's measure in attracting overseas talent, including Jinan. By comparison study, the thesis analysis the status quo that Jinan did, affirmed its positive aspects, and give the problems Jinan face: Entrepreneurial environment needs to be raised, in the use of the talents needed innovation, the unified pattern is still not form.In the end, the thesis gives the countermeasures on how to manage high-level overseas talent. First, Improve the service policy, Optimize the soft environment. Second, Innovate management, Construct the professionals Heights. Third, Expand services, Construct the services network. Forth, Construct the Service Platform, Product more and more services.The thesis use a large amount of overseas talents data, venture case information. The study carried out in two ways, both from the public management academic perspective, and from the the practical level. And in order to avoid the controversial and sensitive problem-overseas nationality, the thesis uses the words 'overseas talents'. The author sincerely hope that the study may have some help to the Talent Work and overseas Chinese Affairs, then provides a little reference for Jinan's building an innovation-oriented city.
