Research On The Theory And Policy Of Jiangsu Overseas High-level Talents Agglomeration

Competition is talented person's competition in today's society,China increasingly attach importance to talent introduction and use of Jiangsu province and the government has established a number of talent introduction policy,overseas high-level talents gradually attracted to return to country and provinces.Firstly,this paper focuses on exploring the theoretical basis of various factors influencing the overseas high-end talents gathering in Jiangsu,and lays a foundation for the empirical research in the next chapter.Secondly,this paper adopted the data of numbers entering either the Plans of High-level Innovative Entrepreneurial Talents in Jiangsu province or the China's Youth 1000 Plan to study the overseas high-level talents' distribution in universities,scientific research institutes and enterprises,and found that the majority of talents gathered in south Jiangsu and there was a little in scientific research institutes.Based on above,this paper used the municipal panel data between 2009 and 2015 in Jiangsu to analyze the influence factors of Jiangsu overseas high-level talents agglomeration.The result showed that the rise of economic development level,the talents' agglomeration carriers,R&d spending and talents' policy environment could promote the agglomeration while the increasing of air pollution would put off it.Thirdly,a questionnaire about China's mechanism on overseas high-level talents agglomeration and application is established,which their agglomeration and application are analyzed according to their basic situation,introduction,work and daily life.On the basis of questionnaire,the advantages and shortcomings of China's agglomeration and application are concluded.At last,This paper puts forward the policy Suggestions of strengthen infrastructure construction,increase the intensity of corporate entrepreneurship creative talents introduction of preferential policies,strengthening talent policy support to middle and north jiangsu region as well as the personnel use and training policy,refining the personnel performance evaluation policy.
