On January 1,2009,pay-for-performance policies for teachers were carried out in compulsory education schools in China.The main purpose of this change is to encourage teachers to work harder by further enhancing teachers' salaries,so as to promote the balanced development of compulsory education.In the eight years of the implementation of the policies,personnel departments,the administrative departments of education as well as all the schools across the country launched on guidance for pay-for-performance implementation and performance evaluation.Then,what kind of problems did schools encounter in the implementation of the policies? What do the teachers think of the implementation of pay-for-performance? What kind of opinions do the teachers have on the policies? These became the key points to be discussed in the study.In the literature review of Chapter 2,this study focuses on the history,current status and research progress of the performance pay in the American public schools,and discusses domestic research on the principles and implementation effect of the performance pay.Based on previous studies,this paper focuses on the research of the level of teachers and schools,which inspects into the effects and problems in schools during the process of carrying out performance pay.The causes of the problems will be explored and suggestions for improvement will be put forward.In Chapter 3,by text analysis of pay-for-performance schemes and evaluation schemes from 6 junior high schools in Xinhui District Jiangmen City,we try to find out the similarities and differences of their schemes.In chapter 4,with the help of a questionnaire answered by six middle schools in Xinhui,Jiangmen,Guangdong,this paper tries to know the actual effect of the pay-for-performance reform.i.e.Has it improved teachers' wages? Has it strengthened the work motivation of the teachers?.Is there an embodiment of fairness and scientificalness when the middle schools design and implement the scheme of performance evaluation and pay-for-performance distribution? How much do teachers satisfy with the pay-for-performance allocation? What major problems have schools encountered in the pay-for-performance reform? What are the teachers' suggestions to the next step of the pay-for-performance reform? This chapter,at the same time,discusses the focal problem during the process of the implementation of the performance pay,the performance evaluation,which includes the target,and data acquisition cycle of performance evaluation.Through investigation,the wages of school teachers found that the pay-for-performance system has been somewhat improved,but the lack of expert guidance,schools failing to scientifically formulate plans for pay-for-performance distribution and performance assessment program,which significantly weakened the incentive of teacher's teaching behavior.In this regard,this study also proposes to strengthen the equity theory as a guide for the effective implementation of oversight mechanisms to ensure fairness of school performance,guiding teachers to upgrade their qualifications and feasible measures such as active participation in school management.
